Recovery Operations Training Provider (Australasian Interservice Incident Management System and Exercise Management Focus)

RA seeks EOIs from skilled providers to deliver non-accredited Level 2 AIIMS training tailored to recovery ops and NSW Recovery Coordination Framework.

Project goals

The Recovery Division within the RA is leading reforms to recovery operations and recovery delivery, with a focus on greater coordination and communication between the variety of function areas which are charged with the delivery of key recovery objectives. AIIMS has been identified as the preferred method for enhancing communication and coordination across various functional delivery teams. As such, ensuring RA staff are adequately trained under AIIMS is critical to ensuring seamless, efficient and coordinated recovery for communities across NSW.

The Recovery Division is also leading reforms and enhancements to operation readiness. As a critical component of the broader emergency management cycle, recovery is most effectively supported by a rigorous and robust exercise program. This EOI also concerns the identification of a provider who can facilitate and embed an exercise focus into readiness planning and activities.

Scope

The provider will deliver tailored training and exercise management services to support recovery operations under the NSW Reconstruction Authority Recovery Coordination Framework.

• AIIMS Training: Minimum one (1) and up to three (3) face-to-face sessions, each up to five (5) consecutive days. Training must be customised to reflect recovery operations and include post-training evaluation of learning outcomes and recommendations.
• Exercise Management Training: At least one (1) face-to-face session over a maximum of four (4) days for key staff. Training must include accredited units:

PUAEMR032 – Design emergency management exercises

PUAEMR036 – Manage and evaluate emergency management exercises Includes evaluation of training effectiveness.

• Stakeholder Engagement: Provider must consult with RA executives to understand specific training needs and contextual factors to ensure relevance and alignment with operational goals.
