Invitation for Tenders Thursday Island Cycleway Stage 4

Torres Shire Council invites tenders for the construction of stage 4 of the Thursday Island cycleway and associated civil works at Douglas Street, Thursday Island.

The Stage 4 cycleway is approximately 470 metres of 2.5-metre-wide pathway from the Thursday Island Hospital, along the length of Douglas Street to finish at the Jardine Street intersection.

Due to the nature of the required works, the project has been split into two (2) sections:

Section 1: From the Thursday Island Hospital to the Victoria Parade intersection (paved access road), and

Section 2: From the Victoria Parade intersection to the Jardine Street intersection.

The construction issue plans have been provided in Attachment A to this scope.

The Contractor will be required to deliver the works in two distinct sections, Section 1 and Section 2, as defined in this Scope.

As Section 1 will require retaining wall works around existing Ergon Energy infrastructure, the delivery of the works may be subject to coordination with third-party stakeholders, including Ergon Energy. The construction program should account for potential delays or sequencing adjustments associated with obtaining necessary approvals, permits, or outages from utility providers.

Section 2 will require roadworks and changes to line-marking along Douglas Street in sections. It is noted that the construction plans are approved by the Department of Transport and Main Roads, the road corridor manager, however the Department will require notice of proposed works.

Subsequently, Tenderers are to consider the project Sections potentially requiring separate work programs, pending approval and notice requirements from 3rd parties.

• RFT Part 5b – General Specification (Standard Risk) – Cycleway Stage 4; and

• RFT Part 5c – Drawings – Cycleway Stage 4.
