Project goals

The project will improve data security, enhance functionality and streamline offender management, reducing operational risks and support better outcomes for all users. As part of this project an RFI is conducted to:

• To understand market capabilities, solution maturity, and delivery models.
•  Shortlist supplier(s) and conduct supplier solution demonstrations (if applicable).

Scope

Corrective Services NSW (CSNSW) seeks supplier support to assess and modernise the Offender Integrated Management System (OIMS), which manages individuals in custody and under community supervision.

Suppliers will be required to evaluate the current system’s capabilities across offender admissions, movements, sentence administration, legal orders, rehabilitation programs, property management, trust accounts, and incident logging.

The scope includes identifying and documenting functional gaps, technical limitations, and integration challenges with contemporary platforms. Suppliers must propose solutions that support secure data management, scalable architecture, and modern capabilities such as cloud hosting, automation, analytics, and AI.

The engagement will also involve mapping offender lifecycle processes, assessing cybersecurity risks, and identifying opportunities for improved service delivery through digital transformation.

The outcome will inform future procurement or enhancement of a fit-for-purpose offender management solution.

The evaluation weighting is an estimate and is subject to change.
