Statement of Requirements
Parks Australia requires the services of an experienced seller to provide high-level support to the executive and the Remote Digital Uplift Program, which will:
- Define the needs and requirements of remote Parks Australia staff, and
- Uplift the technology, digital infrastructure and support provided to Parks users in their roles.
Background
We are looking for high-level support from an experienced seller to assist us in defining the needs and requirements of remote Parks Australia staff and, through the Uplift Program, in uplifting the technology and support provided to their roles.
The Remote Digital Uplift Program is designed to:
- Improve user experience.
- Increase user satisfaction.
- Increase reliability and connectivity across Parks.
- Better understand the challenging operational environment, needs of remote and deep field users.
- Clarify forward planning (budget, maintenance, asset management etc) for the sustainment and maintenance of technology assets across Parks.
- Improve the reliability of captured data and information of conservation and environmental efforts across Parks.
- Standardise ICT support, procedures and practices, as well as connectivity and access.
- Increase confidence in the investments being made on technology across Parks
Services overview
The seller is expected to have:
- Extensive experience working with federal or state government agencies and departments;
- Proven expertise in digital services for Environment, Conservation and Parks, with particular focus on the applications, end user compute and connectivity required to service users in these domains;
- The ability to work flexibility and accommodate engagement with stakeholders and clients in different time-zones and locations;
- Demonstrated commitment to understanding and respecting the diverse needs of Remote users across Parks Australia.
The seller's role will include:
- Strategic program management support and assistance to the Parks Project Manager to deliver Parks Uplift Program outcomes for Remote users.
- Strategic guidance and support to Parks and DCCEEW Executives and SROs leading the program.
- Working with the Project Manager, delivering assigned program workstreams (see below) in a multi-disciplinary team environment.
- Ability to develop strong, trusted relationships with stakeholders, enabling fearless advice and guidance to project executives, Project Manager and delivery team on the progress of the program.
- Identification and analysis of issues, options development based on business engagement and judgement, expertise and trusted relationships.
- Working closely with change management and communications teams in Parks to facilitate engagement across the Parks, evolve communication tools and techniques based on feedback and support change champions to embed process and operational change in a positive manner.
- Use technical expertise and an understanding of the digital environment within DCCEEW to develop high-quality, relevant, targeted and timely artefacts to inform the direction of digital uplift.
Workstreams the seller will be required to deliver and/or contribute to:
- Parks Architectural Artefacts: leveraging DCCEEW's Target State ICT Architecture, develop (or work as part of a team to develop) Parks specific architecture artefacts that clearly address the needs and requirements of Remote Parks Users.
- Remote User Needs and Experience: working with the Project Manager and relevant Parks representatives, develop a detailed understanding of, and collateral to illustrate / visualise, "Parks User Archetypes" - ensuring any recommendations are aligned to the needs of the users.
- Governance and Operating model: To support transparency and communication of ICT products and services to Parks, several models (or patterns) need to be developed to illustrate how services will be delivered to, and received by, Remote Users. The models should help all parties to understand and meet expectations, and enable Parks Users to receive technology enablement that supports them deliver positive environmental and conservation outcomes.
- Asset Investment Strategy: A Technology Asset Investment Strategy is required to understand the state and value of assets on Park as well as the cost, approach and strategy to maintain and uplift assets over time. The strategy will assist ICT and Parks to inform future budgets, plan and optimise the workforce, deploy assets and asset uplifts, understand and justify costs, and manage risk over time.
Delivery approach:
- The seller is expected to operate in a multidisciplinary team with dedicated resources from ICT and Parks under the guidance of the project manager and SRO.
- An agile delivery approach will be used. This will enable the program team to be responsive to environmental and geographical changes, and to adapt as understanding of user needs and technology barriers / enablers evolves.
- The seller may need to scale their team up or down based on the program's needs and be flexible around delivery.
