Tenders are invited by Orange City Council (Council) from suitably qualified consultants for Tender 1213-5 Preliminary Business Case - Purified Recycled Water Treatment Demonstration Plant and Learning Centre.
Council is initiating the feasibility of a Purified Recycled Water (PRW) Demonstration Plant to improve long-term water security for the Orange city (the City) and educate the community on the benefits of PRW. The proposed scheme involves the beneficial re-use of treated wastewater effluent, further purified to meet drinking water quality standards in accordance with the Australian Drinking Water Guidelines (ADWG) and the Australian Guidelines for Water Recycling (AGWR).
The general works to be undertaken but not limited to, will consist of the following activities:
- The preparation of a Preliminary Business Case (PBC) for a PRW Demonstration Plant. The PBC is to be developed in accordance with the National Water Grid Authority (NWGA) Investment Framework, NSW Government Business Case Guidelines (TPG24-29) and Infrastructure NSW Framework.
- The consultant is required to include any additional components necessary to meet the PBC development guidelines listed above.

Works to be completed by 1 May 2026.
