Tender Description

The Department of Primary Industries and Regional Development (DPIRD) seeks suitably experienced and qualified consultants to complete the following interdependent tasks.

TASK 1

Draft, finalise, lodge, and obtain approval  for amended implementation conditions and management plans for the Ord River Irrigation Area Stage 2 (M2 Supply Channel) Shire of Wyndham-East Kimberley (Ord Stage 2) under the Environmental Protection Act 1986 (WA) (EP Act) (Ref: Ministerial Statement No. 938), including preparation and submission of supporting documentation.

TASK 2  

Draft, finalise, lodge, and obtain approval for, the variation of the approval conditions and management plans for the Weaber Plain Development Project (Goomig Development Project) under the Environment Protection and Biodiversity Conservation Act 1999 (Ref: EPBC 2010/5491), including preparation and submission of supporting documentation.

TASK 3

Draft, finalise, lodge and obtain approval for the amendment of the approved Ord Stage 2 proposal under section 45C (Amending approved proposals or implementation conditions without inquiry or assessment) of the EP Act, including division of the proposal into two separate proposals.

TASK 4

Draft, finalise, lodge and obtain CEO approval for separate Compliance Assessment Plans for the two separate proposals.

TASK 5

Prepare documentation to enable transfer of responsibility for the separate proposals under section 38I of the EP Act and the Goomig Development under section 145B of the EPBC Act to the developer, or the development partner in the case of the separate Knox proposal.

TASK 6 

As required, seek and obtain specialist technical input to the preparation of amendment implementation conditions and management plans drafted at Tasks 1 and 2 such as in the identification of suitable environmental indicators and trigger criteria, and monitoring methods.
