Review of Landfill Closure & Post Closure Plan and Associated Costings

Kimbriki Environmental Enterprises (KEE) invites suitably qualified contractors to provide quotations for a comprehensive review of the current closure and post-closure management plan and associated costings for the Kimbriki Resource Recovery Centre.

KEE undertakes a number of waste management and resource recovery activities at the Kimbriki Resource Recovery Centre (KRRC) including the operation of a non-putrescible landfill. This landfill has been in operation at the KRRC since the late 1970's and is currently scheduled to close by 2048. KEE has produced a site master plan and staging plans as well as a closure/post-closure plan and associated financial modelling based on these plans and since 2015 has been provisioning for this activity with annual reviews of key cost assumptions.

This project is intended to provide a comprehensive review of the current closure and post-closure management plan and associated costings for the KRRC, to ensure Kimbriki is making appropriate financial provisions for closure and post closure activities at the site.

Key objectives will include:

• Reviewing 2013 Landfill Closure and Post Closure Management Evaluation of Costs and subsequent reviews
• Reviewing staging plans including against current proposed final landform.
• Reviewing, assessing and updating the scope of landfill closure and post-closure activities and frequencies and timeframe for post-closure monitoring.
• Review the existing whole-of-life cost model covering all closure and post-closure works,
• Undertaking financial analysis of costs and revenue, and sensitivity analysis for key assumptions including unit rates and airspace utilisation rate.
• Assessing the total estimated costs and revenues against current financial provisions for closure / post-closure costs, and recommend any adjustments to ensure sufficient funding for full landfill remediation works and contingencies.
• Assessing and recommending opportunities for mitigation works during operation and prior to closure / post closure to reduce the total cost of closure/post-closure activities.
• Providing an analysis of risk events including pollution events such as groundwater or surface water contamination, waste slippage or settlement damage, landfill gas exceedances or migration or regulatory change and comment on the adequacy of the current contingency or whether there is a more suitable mechanism to allow for these risks.
• Provision of a report on findings including inclusions and exclusions, assumptions, limitations and opportunities.
