Project goals

The Department aims to achieve the following outcomes:

• Conduct water safety risk assessments and implement mitigation strategies
• Ensure public safety through trained lifeguard presence
• Deliver responsive and professional onsite management of the beach and water areas in partnership with the wider site management team
• Maintain high standards of water hygiene and beach safety compliance
• Promote inclusive water safety education and learn-to-swim programs for diverse communities
• Foster community engagement through culturally sensitive programs

Scope

The contractor will be responsible for daily onsite beach management and supervision, maintaining a consistent lifeguard presence throughout the operational hours from November 2025 to April 2026. This includes full oversight of beach safety activities, coordination and training of lifeguard staff, and acting as a liaison with Department and onsite operational teams. The contractor must ensure the beach environment remains safe, hygienic, and compliant with relevant standards, including daily inspections and water quality monitoring. This will be classified as the core lifeguard services.

In addition to core lifeguard services, the contractor will provide and deliver a suite of community education and water safety programs designed to promote water safety and awareness, and related content, among local visitors, culturally and linguistically diverse (CALD) communities, Indigenous populations, and children from low socio-economic backgrounds.
