Tender Description

Sydney Metro is seeking to engage a qualified experienced acoustic advisor service provider to support the delivery of Stage 3 of the Sydney Metro West (SMW) project.

Project goals

The appointment of the Acoustic Advisor is a requirement under the Sydney Metro West Stage 3 planning approval and forms an integral part of Sydney Metro’s Environmental Management System (EMS). The Acoustic Advisor (AA) role is structured to provide independent expert advice to both Sydney Metro and the Department of Planning, Housing and Infrastructure (DPHI). It is critical in supporting compliance, assurance, and monitoring activities relating to the management of noise and vibration impacts during the pre-construction and construction phases of the project. The services required for Sydney Metro West Stage 3 will cover activities across the Stage 3 packages:

a) Linewide and TSMO

b) Stations Package West (Five Stations); and

c) Parramatta ISD, Sydney Olympic Park ISDP, Pyrmont ISDP & Hunter PDP

The AA Service Provider must nominate sufficient resources, including Alternate Acoustic Advisors, to cover the scope of works across SMW Stage 3, ensuring service continuity and meeting the requirements of the Planning Approval.

Scope

The appointment of an acoustic advisor is essential due to potential noise and vibration impacts during construction and is required under the SMW Stage 3 planning approval (dated 25 January 2023), which mandates the appointment of an AA to perform specific statutory functions. Sydney Metro has expanded the role to also require the AA to provide advice to Sydney Metro. The AA’s role is to provide acoustic advisor services to:

  • ensure compliance with statutory obligations under the planning approval and the Environmental Planning and Assessment Act 1979 (NSW);
  • have key responsibilities to both the Department of Planning, Housing, and Infrastructure and Sydney Metro;
  • support Sydney Metro’s Environmental Management System, including monitoring, reporting, and assurance activities;
  • proactively identify and notify Sydney Metro of any key emerging noise and vibration compliance issues; and
  • provide independent expert advice on environmental and compliance matters.
