Tender Description

Inland Rail Pty Ltd (IRPL) is seeking Tender Submissions from suitably experienced and qualified tenderers for the provision of Survey Technical Advisors Services for the IRPL Program.

The Request for Tender (RFT) pack included in this notice provides full detail on the scope and submission requirements.

Scope:

Inland Rail intends to engage a Contractor with demonstrated expertise in the delivery of surveying services across Victoria, New South Wales and Queensland.

The Contractor will be required, in consultation with the Program and Project teams to prepare specific briefs for the procurement of surveying services, in line with Inland Rail survey specifications and data requirements. The Contractor will be responsible for providing technical advice relating to Cadastral surveying to inform the land acquisition strategies that support securing the Inland Rail Corridor.

The Contractor will also be responsible for the verification of 3d party survey data and all QA processes associated with approving supplied survey information and the integration of that data into Inland Rails spatial data platforms, as well as ARTC’s asset management and maintenance systems.

The scope of Services is defined within section 3, 4 and 5 of this Services Brief. Briefly, the Services that the Contractor is required to undertake includes:

  • Managing all IRPL survey data and utilising Inland Rails 12d Synergy project management platform for revision control and data integrity.
  • Providing strategic advice to IRPL on the provision of surveying services for the Inland Rail Program.
  • Development and ongoing review of the IRPL survey strategy and technical documentation.
  • Development of briefs for the procurement of surveying services.
  • Production of survey plans to be used by the property and stakeholder teams for consultation purposes relating to property acquisitions.
  • Verification of survey data prior to uploading into IRPL spatial data storage platforms.
  • Liaison with the IRPL Program team and other Contractors engaged by IRPL on matters relating to surveying services.
  • Managing and providing input into the Program and Project specific schedules relating to survey tasks.
  • Schedule and review survey works associated with property acquisitions in support of securing the Inland Rail Corridor.
  • Provide advice and solutions to property easement requirements in support of the Inland rail design.
  • Provide advice on property acquisition strategies across VIC, NSW and QLD.
  • Identifying and managing risks associated with survey related tasks and providing input into the IRPL risk register, including mitigation strategies.
  • Reviewing project documentation and providing Subject Matter Expert (SME) input during reviews.
  • Liaising with 3rd parties such as State government departments and local councils.
  • Attending technical project meetings in support of the Inland Rail Project Manager – Survey staff and provide advice in relation to survey specific tasks and expected timeframes.
  • Providing input into the Project Scope & Requirements (PSR) document, detailing surveying assurance requirements.
  • Ordering all required survey plans for use by IRPL and subcontractors, as required.
  • Providing all survey related software including 12d model licenses required to undertake their tasks effectively.
  • Managing the Survey Accurate Cadastral Model (SACM) and undertaking additional adjustments based on supplied field verification data where required.
  • Managing the Land Acquisition Boundary (LAB) and Construction impact Zone (CIZ) spatial models to inform acquisition and construction extents.
