Project goals
An important success factor and core business obligation for the Authority is maintaining safe and functional facilities. Sydney Olympic Park has major facilities throughout the Town Centre and the Parklands that are impacted from high use both for business and visitation purposes. The drivers and benefits derived from these maintenance services are as follows:
• Ensure compliance of the assets with all relevant regulation and standards including Australian Standards and BCA;
• Ensure the assets are safe for use, provide for intended function and presents infrastructure that is complimentary to visitor and major stakeholders.
• Maintain longevity of the facility and limit any future operational and capital expenditure.
• Obtain value for money for the government for the maintenance of urban elements and playgrounds within the Public Domain, SOPA owned Sports Venues and Parklands.
• Engage a suitably experienced and resourced contractor to perform routine maintenance services as per the prepared tender specifications.
• Achieve the intended contract objectives and outcomes as described in the tender documents and the supporting information.
Scope:
The Contractor shall inspect the following on bollards and sockets:
• Damage
• Plumb (verticality)
• Surface condition (scratches, rust, stickers, and graffiti etc.)
• Stability (fixed bollards are firmly secured, removable bollards are without excess movement, concrete bollards do not rock)
• Security (removable bollards are correctly locked in place)
• Locks operate correctly
• Reflective tape present and intact
• Depth control lugs present
• Attached chevrons, chains, and eyelets, are secure
• Bollard sockets are clear of debris
• Caps or flaps in place in vacant sockets
In conjunction with routine inspections, the contractor shall perform the following routine maintenance tasks:
• Replace damaged removable bollards with bollards from onsite stock
• Realign concrete bollards to the correct alignment
• Remove stickers and graffiti
• Determine why bollards are unstable and remedy this during routine maintenance as possible
• Replace damaged or missing reflective tape from on-site stock
• Resecure loose chevrons, chains, shackles, and eyelets
• Replace missing chains, shackles, and eyelets from on-site stock
• Clear debris from bollard sockets
• Replace missing or dislodged flaps and caps from on-site stock
• Replace missing chevrons from on-site stock
• Repair or readjust malfunctioning locks to restore correct functionality.
The Contract includes routine inspection, maintenance and reporting of park and street furniture items including seats, benches and tables constructed of materials such as timber, metal, wood composite, plastic, stone, concrete or a combination of these or other materials.
• Damage
• Surface condition and finish (rot, splinters, chips, rust, paintwork, oils/sealants, anti-graffiti coatings etc.)
• Loose or missing components
• Stability (fixed elements are firmly secured to footings, bases and/or legs; non-fixed items are level and stable)
• Presence of stickers and graffiti
• General cleanliness of items and immediate surrounds
• In conjunction with routine inspections, the contractor shall perform the following routine maintenance tasks:
• Tighten loose nuts, bolts, screws etc.
• Resecure loose components
• Ensure fixed items are firmly secured to footings, bases and/or legs/supports
• Remove stickers
• Re-level and stabilise non-fixed items including concrete and plastic seats
The Contract includes routine inspection, maintenance and reporting of seating walls constructed of materials such as concrete, stone, bricks or a combination of these or other materials:
• Any Damage
• Surface condition and finish (chips, loosed or missing bricks, paintwork condition, anti-graffiti coatings etc.)
• Presence of stickers and graffiti
• Presence or absence of skate deterrent devices
• General cleanliness of items and immediate surrounds
• In conjunction with routine inspections, the contractor shall perform the following routine maintenance tasks:
• Patch chipped concrete
• Replace missing skateboard deterrent devices from on-site stock.
• Resecure loose components
• Remove stickers
The Contractor shall recoat painted seating walls at Blaxland Riverside Park once per annum with a two-part epoxy coating, tinted to match the existing colour.
The Contract includes inspection, maintenance, and reporting of the following range of flag, banner, and windsock poles:
• Damage including scratched surfaces, dents, bent poles etc.
• Stability (in-ground or surface-mounted poles loose or poles leaning, mounting bolts damaged or nuts missing)
• Cracked or damaged footing surfaces (ground level only)
• Security (access cover plates in place and secure)
• Frayed, broken or perished halyard ropes
• Correct operation of pulleys and other moving parts
• Presence of stickers or graffiti
• Damaged flags, banners, or windsocks
In conjunction with routine maintenance inspections, the Contractor shall perform the following tasks:
• Make good any scratches/peeling to powder coated or painted surfaces using the manufacturer’s recommended paint colour and type
• Make safe any pole that is deemed to be unsafe or a hazard to the public by either tightening loose, or replacing missing, tightening, or replacing nuts or bolts; isolating it with barricades and signage; or by removing the pole.
• Apply graphite to locks and pulleys.
• Install replacement locks and covers, as necessary.
• Replace damaged or severely worn halyard ropes using the manufacturers recommended replacement rope (from on-site stock).
• Remove stickers and graffiti.
• Straighten bent or misaligned poles as possible
• Remove poles that cannot be repaired in-situ and transport to an approved on-site location for repair or disposal.
The Contract includes inspection, maintenance, and reporting:
• Drainage is operational and adequate
• Sand poses no health hazards
• Sand pit edges and supports intact and secure
• Free of foreign objects and animal droppings
In conjunction with routine maintenance inspections, the Contractor shall perform the following tasks:
• Clear blocked drains.
• Rake all sand play areas daily (every day of year) with a heavy rake or similar capable of reaching a minimum depth of 100mm.
• Rake sand evenly, leaving no mounds or dips in the surface.
• Rake level with the surrounding pit edges (or an even depth below the edge where the sand does not fill the pit to the top).
• Remove all forms of debris from the sand and dispose of in park bins.
• Place all sharps in an accredited ‘sharps’ container and dispose.
Perform following inspection, maintenance, and reporting of access entrances and additional items:
• Is playground environment in good condition; free of rubbish; graffiti?
• Any loose items brought into playground – ropes, rocks, logs?
• Are paths around playground clear of hazards, cracks, trips, vegetation?
• Are all access ramps and entrances free from slipping and tripping points?
• Are seating, fencing, and rubbish bins in good condition?
• Any obvious physical damage or missing parts or bolts, vandalism?
• Foundations and structures free of movement, rot, or corrosion?
• Any sign of water penetration into structures or fittings, bulging?
• Are surfaces free from moss, mould, unhygienic matter – slip potential?
• Adequate sightlines for carer supervision exist
In conjunction with routine maintenance inspections, the Contractor shall perform the following tasks when damaged playground elements are found:
• Where possible (or available), repair or replace damaged or missing parts from stock
• Tighten loose, or replace missing, nuts, bolts, screws, and the like.
• Where immediate on-site repair is not possible, isolate or remove the damaged item until repairs are completed.
• Report on the damage to the Principal’s Representative for further instruction. Where isolation is necessary, install sufficient signage, barricades, and/or temporary fencing to prevent use of the affected item until repairs are completed.
• Remove stickers and minor items of graffiti, litter, and other debris.
• Cover exposed footings.
• Repair rubberised soft-fall surfaces or artificial turf surfaces in accordance with the approved Schedule of Variable Quantities.
• Re-secure any loose fencing panels, hinges, locks, and the like.
• Lubricate locks with graphite powder or equivalent.
• The Contractor shall report the need for specialist cleaning services including graffiti removal to the Principal’s Representative for referral to a third party.
