Council is seeking quotations from suitably qualified and experienced respondents for Community Survey - Waste Pulse Check to design, administer and analyse a community survey. The goal is to gather representative feedback from residents to inform strategic direction and communication messages regarding waste policy and services.

A full description of the nature and extent of the services required by Council is set out in Section 3 - Description of Services of this request.

Scope:

Scope of Work

The successful consultant will be expected to:

(1) Design a comprehensive and inclusive community survey instrument. Provide survey to Council to upload onto their Have Your Say (HYS) platform.

(2) Develop a methodology to reach a representative sample of the local population, including under-served or hard-to-reach groups (demographically and geographically).

(3) Ensure surveys are collected from a demographically and statistically representative sample across the City. See below key characteristics of target groups we want to hear from. Collect general demographic information of those undertaking the survey.

(4) Administer the survey through multiple appropriate channels (e.g., online, in-person, phone, etc.). Over 4 weeks from end of January to end February 2026.

(5) Mid survey update to see if there are changes required or insights available.

(6) Analyse results and prepare a detailed report with key findings and actionable insights.

(7) Present the findings to staff end of March 2026.
