ABOUT THE COUNCIL: Stretching from Palm Beach to Manly, the Northern Beaches boasts more than half of all the beaches in Sydney and a population of more than 266,000. The Council is committed to maintaining a high level of customer service to the local community. Northern Beaches Council is working closely with the community to build strategies that enhance our quality of life, promote sustainable development and protect our environment.
SERVICE REQUIRED:
In addition to operating a cafe that provides food and beverage services, Council is seeking a provider with a clear social and community-driven purpose, rather than a solely commercial or profit-focused approach. Tenderers are expected to demonstrate ability to operate a cafe and drive social impact through providing training, education and/or employment pathways for local priority populations including young people, people with disability and/or people from diverse backgrounds.
The Tenderer submits is Tender to perform the Services and to perform to discharge the obligations of the Contractor for the Fee set out in the Tender. The Tenderer must comply with the terms set out in the conditions of Tender in their submissions. They must tender for the whole not part of the Service.
The tender is submitted as an offer that may be accepted by Council through a letter of acceptance or the execution of a formal instrument of agreement by the parties at which time the Contract will be formed. No contract is formed between Council and the Tenderer unless a letter of acceptance issued by Council, or a formal instrument of agreement is executed by both parties. Alternatively, Council may not accept any tender and may then enter into negotiations with any Tenderer or any other person in respect of any part of the Services.
The Cafe lease premises is approximately 27.5 m2 and currently comprises a basic cafe fit out, no appliances are included. In addition, there is an outdoor seating licence area of approximately 21.6m2, which is located immediately in front of the cafe area, in the main entrance area of PCYC.
The successful operator will need to supply all appliances required for the operation of a cafe, along with tables and chair for the seating area.

SITE BRIEFING:
An site inspection that will be held on Thursday 16 October 2025 at 3pm at the subject cafe at PCYC, 40 Kingsway, Dee Why, NSW 2099. All parties are to register with Council prior to the inspection to Emily Brazier via email Emily.Brazier@northernbeaches.nsw.gov.au or at Ph. 02 84955547 of the number and names of attendees 24 hours in advance.
LODGEMENT:
Submissions should be lodged in the electronic tender box or in the physical tender box at Northern Beaches Council, Civic Centre, 725 Pittwater Road, Dee Why, NSW 2099 by the time and date nominated. Late submissions may not be accepted.
