Implementation of the City of Adelaide Housing Strategy (Year 2) - Background Investigations and Analysis Report

The Corporation of the City of Adelaide (ABN 20 903 762 572) (the Council) invites Quotes for a Vacancy Assessment - Background Investigations and Analysis Report (the Supplies).

The purpose of this project is to investigate approaches to activating vacant and underutilised buildings and land, with a focus on opportunities for affordable and/or adaptive reuse for housing.

The project procurement is being separated into two components. The first is ‘ground truthing’ of the extent of vacant and underutilised land and buildings within the City of Adelaide LGA (Refer Q2025/0068).

This brief relates to the second component of the project, to identify opportunities and actions for the City of Adelaide to develop measures/interventions to target long term vacant properties with the aim of stimulating development.

For the purposes of this project the following definitions are provided:

• Vacant land and buildings are those identified by the City of Adelaide as being vacant for more than 2 years.
• Underutilised land and buildings are those that have low occupancy and/or temporary uses – such as open lot car parks, retail showrooms, faith-based land.
