Tender Description

Provide, implement, configure, customise, test and support a Facial Recognition Solution that provides “1:1” verification and “1:N” (one-to-many) identification.

Project goals

Objectives

The Customer seeks the Supplier to provide an FRS solution for use by the Customer that meets the following key objectives:

(a) maintain the integrity of the licence and photocard register held by TfNSW

(b) provide Information to support government agencies to identify persons of interest, including direct support to NSW Police when requesting evidence for prosecution.

(c) to significantly decrease the risk to fraud against TfNSW.

(d) to provide direct dependencies between current FRS biometrics capability and strategic projects at both State and National level, including to engage in the Commonwealth initiative, National Driver Licence Facial Recognition Solution.

TfNSW requires an established solution that can be configured to meet its needs and not the development of a new product. The preference is for minimum customisation to meet the requirements.

Scope

The Supplier shall:

  •  provide, implement, configure, customise and test an FRS solution that meets the specifications.
  • migrate data to the new solution
  • provide training services
  • provide ongoing support and maintenance to the solution Background/context

(a) Transport for NSW (TfNSW) issues a range of licence and identification documents to the NSW public. A key part of issuing these documents is ensuring the right person            obtains them, supporting TfNSW’s objective of: ‘one driver, one licence’.

(b) The key purposes of the FRS are “1:1” verification and “1:N” (one-to-many) identification. In a “1:1” verification, FRS compares the recently captured image with all                      previously stored images, or the dominant image, of the same customer to verify they are the same person. In a “1:N” identification the FRS compares the recently                          captured customer image with the dominant images of all other customer records to identify multiple records holders (an indication of identity fraud). As the FRS completes              the verification and identification processes, all reports of possible fraud are then manual

TfNSW is seeking to engage a Supplier that:

• can demonstrate: the ability to provide, and demonstrate, a proven and operational Facial Recognition Solution of a comparable scale and complexity to this Statement of Works including the capability to provide one to one and one to many matches

• has implemented the proposed solution in the past five years or can demonstrate capability to implement the proposed solution.
