Tender Description

This Tender is invited by the Issuer.

Old Parliament House (OPH) is undergoing a significant network and server infrastructure replacement and architecture redesign project, moving towards a simplified "SaaS first" approach.

For additional information please refer to companion tender: PCS-02828

As critical work package, OPH requires its on-premises hosting infrastructure to be replaced, and foundational configurations to be completed to facilitate additional work packages including Cloud IaaS and SaaS integrations.

Current infrastructure consists of the following:

1. 2x Dell R640 HyperV hosts running Microsoft Server 2019

  • 190GB RAM
  • 2x Xeon Gold 6130 2.1G
  • Srvr 1 = 2x 480 GB SSD, 4x 960GB SSD
  • Srvr2 = 2x 960GB SSD, 8x 2.4TB 10K RPM Drives
  • 4x GBE ports

2. 1x Dell R640 DMZ FTP server

  • 48GB RAM
  • 1x Xeon Silver 4214R 2.4G
  • 2x 960GB SSD
  • 2x GBE, 2x SFP+

3. 18 production VMs

OPH Currently manages 2x separate authentication domains that have never been directory synchronised and OPH does not want any authentication configurations to be migrated to the Entra/Azure environment.

1. One for on-premises infrastructure and services

  • 2x Windows Server 2019 Domain Controllers.
  • MECM supporting ~90 exhibitions end points

2. One for corporate services

  • Entra/Azure
  • M365/Exchange Online
  • Intune, managing ~140 corporate end points

Primary Contract Requirements (What is required):

  • 3x Windows HyperV hosts

          -HA and Live migration configurations, incl Azure ARC support

  • 1x Dedicated Veeam Backup server and integration with AWS and Azure Veeam Appliances
  • NAS/SAN for min. 25TB
  • Migration of current VMs and workloads to new hosting infrastructure
  • Enablement configurations to facilitate Azure and AWS SaaS and IaaS consumption (incl. ARC implementation)
  • Integration with Rapid7 and Sentinel for reporting and monitoring
  • Project Management
  • Professional Services
  • As-Built Documentation.

Contract Extension Work Packages (dependent on approvals and funding):

Each extension package will be evaluated separately and be taken up as contract extensions, in the form of additional Milestones, once the initial contract requirements have been delivered.

1. Extension Package 1 - Business Continuity Infrastructure

  • Uninterruptible Power Supply assessment and Implementation across all Comms Rooms

2. Extension Package 2 - On-Premises modernisation

  • Modernise on-premises end point management
  • Either migrate endpoints to Intune OR Integrate MECM with Intune

3. Extensions Package 3 - Decommissioning of on-premises Active Directory

  • Configuration of Entra Domain Services
  • Migrate authentication of locally hosted servers to Entra Domain
  • Decommission DC roles and servers

4. Extensions Package 4 - Primary Communications Rooms (3) modernisation

Resources available to successful vendor:

  • Network Elements Audit report (August 2025)
  • OPH currently has a Professional Services Provider and a Network Managed Services provider with which collaboration is encouraged
  • Recently completed (October2024) replacement of all edge switches in the Non-Corporate Logical network (Aruba).
  • IT Section operates using Agile and Azure DevOps for Task management and tracking
  • Internal Change Approval Board and platform for recording and approving, environment and system changes
  • Microsoft Teams and SPO used for collaboration and sharing project related resources.

Please note, the "Close RFQ early if all invited sellers respond" option will be enabled.

This earlier closure ensures that OPH can assess and begin the contract earlier, if sufficient market response is received.
