Council is seeking a suitably qualified and experienced lead consultant to deliver a well resolved civil engineering and landscape design solution for the proposed upgrade of Sugar Rd and Maud St, Stages 3-6. The final design shall ensure safe passage for all traffic, riders and pedestrian users, serviceability, and low maintenance in all areas.
Sugar Road and Maud Street are key routes connecting the city to the south, and Sunshine Coast Council is planning upgrades to make this corridor safer, more efficient, and easier to use – regardless of travel mode.
Under this consultancy, the Principal Consultant will lead and coordinate a multidisciplinary team to focus on the successful design of the upgrade and will include the preparation of the deliverables listed in the Deliverables section of the project brief. The work required for each element will be identified in the various sections in the Specification and includes environmental assessment, surveys and designs such as civil, pavement, drainage and flood modelling, lighting, traffic signal infrastructure, structural, geometric design and landscape.
The upgrade for Sugar Rd and Maud St is proposed across five (5) stages from Wises Rd at the southern extent of the project, to Bungama St at the northern extent. The scope of works under this Contract include the following stages:
1. Concept Design (30%)

3. Detailed Design (90%) and IFC Package (100%)

Council requires Respondents to price all Stages set out in this Tender, however Council reserves the right to not proceed with Detailed Design associated with Stage 5 The Schedule of Rates has been structured to include pricing accordingly.
The intention of the work is to achieve the following high-level benefits within the design:
- New, separated paths for walking and riding to reduce conflict with traffic;
- New signalised and raised priority crossings at key intersections make it safer to cross busy roads;
- Improved sightlines and road layout lower the risk of crashes, especially at intersections;
- Widening Sugar Road and Maud Street from two to four lanes increases capacity, improves traffic flow, reduces short cutting on side streets and addresses safety concerns;
- A new connection from Maud Street to the Maroochydore City Centre improves access into Maroochydore and reduces pressure on surrounding streets;
- Changed side street layouts – such as at Centenary Crescent, Coghlan Court and Easton Street – to balance accessibility with efficient travel and reduce delays;
- Safer access to shops, services and bus stops encourages more people to walk, ride and use public transport;
- Improved road reliability and bus priority makes public transport faster, and more reliable and attractive;
- A coordinated mix of walking, riding and road upgrades gives people real choice in how they move around;
- Greener verges, new trees, landscaped garden beds and shaded paths create a more pleasant streetscape and make walking and riding more comfortable;
- Better connections to shops, services and recreation areas improve access to everyday destinations;
- Improved access for freight and service vehicles supports efficient movement for local businesses; and
- A transport corridor that supports a vibrant, connected and future-ready Maroochydore enhances the city’s long-term liveability
Council anticipates an award date of early December 2025.
