Tender Description

⁠⁠⁠Purpose

1. The purpose of the Specification is to detail the minimum requirements for chlorine gas scales and laboratory equipment scale calibration for Central Highlands Regional Council.

2. This Specification must be read in conjunction with the Council Goods and Services Contract and the Water Utilities – General Specification which outlines all general requirements for works being conducted for the Utilities Department on utilities infrastructure.

3. The Contractor must adhere to these requirements unless agreed otherwise in writing by Council during acceptance of the offer.

Scope

1. The services described in this Specification are referred to as the Works in this Specification.

2. This Specification provides the requirements for:

a. Application for Permit to Work (2) weeks in advance of undertaking works

b. Scales calibration requirements

c. Provide service report, defects report and site photo’s

Relevant Contract

1. The Works will be performed under Council’s Goods and Services Contract.

2. All work shall be completed in accordance with the Goods and Services Contract as well as the requirements outlined in the Water Utilities – General Specification and this Water Utilities – Chlorine Gas Scales and Laboratory Scales Calibration Specification.

Mandatory Requirements

1. The Contractor and their staff must be certified to carry out scale calibration by the National Measurement Institute (NMI).

Scope of Work for Contractor

1. The Works comprise the supply of suitably qualified contractor to perform annual and six-monthly servicing on all Central Highlands Regional Council weighing equipment.

2. Council operates chlorine gas dosing systems at East Nogoa WTP, Black Gully WWTP, Opal St WTP, Park Avenue WWTP, Springsure Two Tanks Road, Springsure Dam St, Tieri WTP, Tieri WWTP, Capella WTP and Sapphire WTP.

3. The Contractor must:

a. Be qualified and understand the relevant content of Australian Standard AS 2927:2019 for the storage and handling of liquefied chlorine gas.

b. Staff attending site must be inducted to site and registered in Council’s Linksafe system and load relevant trade and safety qualifications into Linksafe.

c. Review all information made available by Council relating to the chlorine gas dosing facilities.

d. Perform the following maintenance and calibration as a minimum:

i. Chlorine Gas Scale Calibration (refer to Table 1)

• Check the load cell is functioning properly and inspect cable connections for wear or corrosion

• Remove the cylinder and ensure the platform is empty

• Zero the scale

• Place certified test weights on the platform

• Compare the displayed weight to the actual known weight of the certified weights

• Adjust the calibration settings if required

i. Laboratory Scale/Balance Calibration (refer to Table 2)

• Ensure balance is clean and free from any debris

• Place the balance on a stable, vibration-free surface.

• Allow the balance to warm up as per manufacturer recommendations.

• Ensure environmental conditions (temperature, humidity) are within acceptable limits.

• Confirm the balance reads zero with no load.

• If not, perform a zero adjustment or tare function.

• Use traceable calibration weights that conform to OIML (International Organization of Legal Metrology) standards.

• Weights should be appropriate for the balance’s capacity and resolution.

• Apply weights incrementally across the balance’s range (e.g., 10%, 50%, 100% of capacity).

• Record readings and compare them to the known values of the weights.

• Assess linearity by checking if deviations are within acceptable tolerance.

• Place the same weight multiple times and record the readings.

• Calculate the standard deviation to assess repeatability.

• Place the test weight at different positions on the weighing pan (center, edges).

• Check for consistency in readings to ensure uniform response across the pan.

ii. Scale Inspection

• Visually inspect scales for performance limiting factors such as damage or binding and loose terminations and cables

• Function test displays for errors

• Check zero positions and adjust as required

• Test and verify scale mass, calibrate and retest as required.

• Check overall condition of scales

• Apply calibration label with date calibrated and next calibration due date

• Complete service report.

e. Supply the required calibration weights to undertake the servicing.

f. Site cleanup and disposal of debris or replaced parts on completion of works.
