Hillsborough Road Upgrade – Stage 1 - Notice with Confidentiality Deed

Project goals

1. Improve safety for all transport customers using the Hillsborough Road corridor.
2. Improve corridor efficiency and reliability (travel time) for all modes of transport.
3. Improve access to/from the suburbs of Hillsborough and Cardiff South.
4. Improve and encourage active transport by providing well connected facilities for walking and cycling.
5. Support public transport access, operations and customer experience.
6. Enhanced liveability of the region.

Scope

The Works generally involve the upgrade of Hillsborough Road between approximately 340m east of Crockett Street and 310m west of Crockett Street, a length of approximately 650m, in the Lake Macquarie City Council (LMCC) local government area (LGA).

Features of the Works include:

• Duplication of approximately 650 metres of Hillsborough Road.
• Two lanes in each direction separated by a raised median.
• New traffic lights at the Crockett Street intersection including pedestrian crossings.
• Upgrade of around 170 metres of Crockett Street.
• Provision for on road cyclists within shoulder in both directions.
• Off-road concrete shared path on the northern side of Hillsborough Road.
• Upgraded bus stop facilities in the vicinity of the Hillsborough Road at Crockett Street intersection.
• Utility relocations.

The Site is approximately 150 km from Sydney CBD by road. The Works are to be constructed partly within and upon operating roads and constructed adjacent to live traffic.

Additional details/instructions

A pre-tender meeting will be held at 10am on Monday, 29 September 2025 at Level 1, 6 Stewart Avenue, Newcastle West, NSW 2302. Attendance is mandatory to submit a conforming tender.

Prospective tenderers will need to complete, sign and return the confidentiality deed (in accordance with the instructions in that deed) to the contact officer at hillsboroughroad@transport.nsw.gov.au prior to being given access to the Request for Tender (RFT) documents. The RFT documments will be available to download from Buy NSW Tenders from 19 September 2025.
