Tender Description
The Public Transport Authority (PTA) of WA is seeking information and comment from industry, through this Market Survey, around the planned strategy of service delivery for facilities management across the metropolitan rail network, including railway stations and buildings as well as facilities associated with the Prospector (Kalgoorlie) and Australind (Bunbury) rail services. This request will close on 31 October 2025.

Background
The PTA is responsible for the operation of all bus, train and ferry public transport services in the greater metropolitan area under the Transperth brand. It also operates roach coach and rail passenger services to regional areas under the TransWA brand.
The Network and Infrastructure (N&I) Division of the PTA organises the management and maintenance of the metropolitan passenger railway stations and buildings as well as facilities associated with the Prospector (Kalgoorlie) and Australind (Bunbury) rail services. N&I also acts as the asset manager for building services and related infrastructure; this covers asset strategies, life cycle management, asset renewals including maintenance, improvements and upgrade projects.
These responsibilities are currently delivered through some 105 contracts and require significant effort in order to deliver facilities management across the rail network. With the addition of new railway stations as part of the METRONET expansion, there is a need to adopt a comprehensive streamlined and strategic approach towards all aspects of facilities management services.
Asset Management Objective
In this context, the PTA's objective is to reduce the administrative burden in contract management, increase efficiencies and effectiveness in service delivery, and ultimately deliver a quality service to users of the railway network. To inform the final strategy around facilities management, the PTA is seeking information and comment from industry addressing market depth, willingness, capacity, and capability.
