Project goals
The primary objective of this procurement is to select a capable industry partner to deliver a grid-scale BESS of no less than 200MWh through a commercial land lease and revenue-sharing model. Transport will act as the lessor, while the proponent will assume full responsibility for financing, development, construction and operations of the facility.
Scope
Transport for NSW invites proposals from qualified proponents to deliver a Grid-Scale Battery Energy Storage System (BESS) on Transport-owned land. The successful proponent will be granted exclusive rights to fund, design, construct, operate, and maintain the BESS under a long-term land lease arrangement. This procurement represents a strategic opportunity to partner with government in delivering critical energy infrastructure that supports NSW's electricity reliability and clean energy transition goals.

To access the Request for Proposal (RFP) documents, you will need to register as a bidder in the Transport for NSW ARIBA System.
Please complete and submit the form below to TSS.Bidder@transport.nsw.gov.au An invitation to access the RFP will be sent you from the TfNSW Bidder Team.
When you gain ARIBA access you will see a Confidentiality Deed Poll (Deed) access gate that requires you to provide TfNSW with a correctly executed Deed before you gain full access to the RFP Documents.
Tender Briefing:
TfNSW will be holding a tender briefing (optional but strongly recommended) to provide Proponents with information and understanding of the tender requirements and process to deliver Grid-scale BESS on Transport-owned land.
The tender briefing is scheduled for Thursday, 25 September 2025 at 2:00pm (AEST) via MSTeams (Allow 1 hour). Further details for the online briefing are available in the details section of the RFP.
