Tender Description

Albury City Council invites suitably qualified respondents to submit a quote for the Thurgoona Wirlinga Precinct DCP for Council upon the conditions detailed in the RFQ. 

Scope:

Albury City Council invites suitably qualified consultants to submit a Quote for the provision of planning and urban design services to Council upon the conditions detailed in this RFQ. This quote is conducted in accordance with the requirements of Council’s Procurement Policy.

The Contract is a lump sum contract and is not subject to rise and fall provisions.

The scope of this project is to develop precinct guidelines in a Development Control Plan (DCP) that give effect to the recommendations in the draft revised Thurgoona Wirlinga Precinct Structure Plan (2025) in relation to the urban design principles for urban centres and housing density and diversity.

Objectives of the project:

• Establish effective planning controls to guide the development of two mixed-use centres and three village centres across the precinct.

• Increase housing supply by encouraging higher-density housing and more diverse residential options, near key services and infrastructure.

• Safeguard the amenity of residential areas by managing the interface between higher-intensity development and low density housing.

• Protect sensitive environmental features, scenic hillsides, and adjacent agricultural land from potential adverse impacts associated with urban intensification.

The project must align with the draft Thurgoona Wirlinga Precinct Structure Plan (2025) and the consultant will be required to prepare a DCP that supports and enables the intended urban planning and design outcomes across the following interrelated components:

Urban centres

• Prepare urban design guidelines, to guide the development of two mixed-use centres and three village centres.

• Confirming and reinforcing building heights, minimum lot sizes and dwelling density.

• Focus on place-making, walkability, public domain design, and integration with transport networks.

• Consider planning controls in Part 10 noting that this part is under review by council. 

Housing Density and Diversity with implementation toolkit

• Development of planning controls that support increased residential densities and diverse housing types.

• Preparation of an implementation toolkit to assist Council and stakeholders in applying and assessing the controls consistently and effectively.

• Preparation of controls and design responses to manage transitions between high-density and lower-density and environmentally sensitive areas.

• Strategies to ensure new development does not result in unreasonable amenity impacts for existing and future residents.
