Service provider that can provide the following functions through a secure REST API:

• Send a simple text message of not more than 160 characters to one or more recipients
• Query the status of text messages via polling (not via a callback/webhook) 

The users and their needs

The users are WofG application users across multiple government agencies. These users are responsible for actioning items within the system as part of their roles and business processes.

The users require timely, reliable notifications when there are action items in system that require their attention - without the need to be logged into the application.

Data must traverse PMC's secure gateway
