Tender Description
In 2019, a traffic and intersection performance study was undertaken for Lee Point Road between Vanderlin Drive and Buffalo Creek Road. The study identified the need to duplicate and upgrade sections of Lee Point Road to address capacity, safety, and functionality issues.
As a result, the first stage of the Lee Point Road Upgrade was designed, including the duplication of Lee Point Road between Asche Street and Coleman Street, and the upgrade from a rural to an urban cross section between Coleman Street and Barden Street. Construction of this first stage commenced in 2023/24; however, due to budget constraints, only the duplication between Asche Street and Coleman Street was completed.
The City of Darwin has now secured additional funding to progress the next stage of the project.
WORKS DESCRIPTION
The Tenderer is invited to submit a proposal for the provision of design consultancy services for Stage 2 of the Lee Point Road Upgrade project. This stage involves the upgrade of Lee Point Road from Coleman Street to Fuhrmann Street, as detailed in this Scope of Works. The design will build upon previous investigations and constructed works, and must incorporate all necessary assessments, stakeholder coordination, and design documentation to support future construction activities.
Project start-up meeting
The Consultant shall attend a mandatory Start-Up Project Meeting within one (1) week of contract award to confirm the proposed project schedule.
Survey and Service Locations
The Consultant shall review existing survey and service locating activities undertaken for Stage 1 and propose any additional survey works required to finalise the design. All further survey activities must meet an appropriate level of accuracy and service locating must meet Quality Level A in accordance with the Northern Territory Government’s Standard Specification for Engineering Survey.
The Consultant is responsible for liaising with service authorities regarding any required relocation, modification, or approvals for proposed works near existing services.
Geotechnical Investigation
The Consultant shall review previous geotechnical investigations from Stage 1 and propose further investigations required to:
• Determine the suitability of existing road pavement material for reuse.
• Inform the pavement design for upgraded sections.
City of Darwin encourages the reuse of existing pavement materials wherever feasible.
Design
The Consultant shall undertake the detailed design of the following:
• Upgrade of Lee Point Road to a typical urban cross section between Coleman Street and Fuhrmann Street, including drainage and street lighting.
• Installation of a signalised intersection at Lee Point Road & Daldawa Terrace.
• Pedestrian crossing facility between Garamanak Park and Bowditch Street Park.
• A shared pathway on the western side of Lee Point Road, between Dulinda Terrace and Fuhrmann Street.
• Verge and median island landscaping (including irrigation), consistent with the previously upgraded section between Vanderlin Drive and Tambling Terrace.
• Arboricultural Impact Assessment (AIA) for all trees within the project area.
Street Lighting and Electrical Design Requirements:
• Detailed design, completion of City of Darwin’s Lighting Design Brief & Certificate, MIES report and certification, a detailed cost estimate prepared by a locally accredited quantity surveyor, and Power and Water Corporation (PWC) approval.
• Section 40 Structural Design Certificate of Compliance for any new light poles. Irrigation Design Requirements:
• Must comply with City of Darwin’s Irrigation Assets Specification Manual.
• Must identify the water connection point and required metre size.
