Tender Description

Wentworth Shire Council (WSC) supported by Mildura Rural City Council (MRCC) are looking for Expressions of interest for businesses to partner in the visitor experience of Fibre Optic Symphonic Orchestra (FOSO).

A rare opportunity exists for a range of businesses to be a part of the FOSO Installation, opening in April 2026. We are looking for partners to elevate the visitor experience and develop highly unique packages and offerings to create a world class destination.

Applicants are advised to carefully read the information included prior to responding to the selection criteria. Each response will be scored and weighted to support equity and transparency. Based on this, the applicant should ensure that each criteria is addressed.

Applicants may include additional documentation that supports their responses to the selection criteria.

The successful applicant will commence negotiations with the operator to define the scope of services in greater detail and enter into agreements.

FOSO is set to be operational for a minimum period of two years.

THE OPPORTUNITY

This is an exceptional opportunity to further establish Wenworth’s iconic history as a tourist destination of choice by creating a world class experience for not only visitors to Bruce Munro’s FOSO installation but another option for locals to enjoy.

The precinct will be a vibrant destination for both visitors and locals, a place to meet and connect, embedded in the natural landscape and overlayed with arts, culture and creativity.

To ensure this precinct comes to life, we are looking for suitable partners to develop and present ideas to deliver the visitor experience with us.

Opening hours of the activation space will be flexible, change seasonally and will be somewhat dependent on the proposals put forward as part of this Expression of Interest process.

The main objective is to create a night activation space to compliment the FOSO experience, but the opportunity also presents to extend hours of operation to support the partnering businesses vision and ideas.

The LightState Project team will work with the successful businesses to develop the products and services for the FOSO experience.
