Tender Description

Update of Molonglo Parkway Drive Connector Concept Design – including elements of Tuggeranong

The Molonglo Parkway Drive Connector Concept Design (the Project) refers to an options analysis and the concept design development and associated planning and investigation activities for an east-west arterial road connection between John Gorton Drive and the Tuggeranong Parkway in the Molonglo Valley District of Canberra. The professional services relate to provision of all necessary infrastructure, including utilities, associated with the road inclusive of required works within the Tuggeranong Parkway Corridor.

The Molonglo Parkway Drive Connector (MPDC) is expected to be approximately 2.8 km long including a crossing of the Molonglo River, and will provide a connection between the Molonglo Town Centre and the ACT’s orbital road system. In addition to this arterial connection, the corridor will also provide access to proposed greenfield development areas in the Molonglo Town Centre and Molonglo 3 East in addition to supporting public transport and major active travel routes.

SCOPE OF SERVICES

The scope of this brief is the provision (in accordance with the Standard Agreement between the Territory and the consultant) of the following services.

PROJECT MANAGEMENT

Project Start-Up Meeting

A project start-up meeting with the iCBR Project Team will be held approximately one (1) week after award of this contract ie when the consultant team is engaged. The consultant is to prepare an agenda for this meeting including team introductions, review of previous studies and concept design, program and other items to be included. The consultant will prepare the minutes of this meeting and circulate them within three (3) working days of the meeting.

Project Quality Plan

Within two (2) weeks of award the Consultant must submit its Project Quality Plan (PQP) to the iCBR Project Officer. The PQP is a live document that is to be maintained and kept up to date over the course of the project. This plan must include a Gantt chart programme listing key project activities and key deliverable dates, plus any interdependencies that might impact on the delivery timeframe. The PQP is to contain information as required by IDR.

Project Communications

The consultant will be required to undertake the following communication activities during the course of the project:

• Chair fortnightly progress meetings during the course of the project, including providing agenda, taking and distributing meeting minutes to attendees.

• Operate and maintain a communication register of all correspondence for duration of the project.

• Prepare and distribute a weekly email status report of the design progress by 9.00am each Monday morning, which shall include but not limited to:

- progress made over the week including tasks that are currently being worked on;

- any critical risks or issues that have arisen and that require attention; and

- project risks or issues and mitigation measures to deal with them.

• Provide a monthly project report consistent with the requirements identified in IDR and Commonwealth reporting requirements.

• A Design Milestone Report at the conclusion of each Design Milestone identified in this SoR.

• Keep records of any matters/comments that have emerged during stakeholder liaison and comments noting how they have been responded to. Where issues require attention, the consultant shall specify who is actioning and a date when a response is required.

• The Consultant is to prepare and maintain a program for the completion of all aspects of this Statement of Requirements in accordance with the timetable set out in Section 7.0 of this Brief. The Consultant is to submit an updated programme, showing progress against all items, on at least a monthly basis throughout the engagement (or upon request).

Risk Management

The Consultant will prepare and facilitate risk analysis consistent with the Risk Analysis Process and Risk Analysis Guidelines articulated in the Capital Framework consistent with the requirements of the IDR, including development of a risk register at project commencement that identifies key project risks relating to, but not limited to delivery, commercial, safety, procurement, operational and reputational risks. The risk register is to be in a format agreed by the ACT and maintained over the life of the project and is to be updated with new risks as they are identified by the project team.

Issues Management

The Consultant will create and maintain and issues register that tracks issues that have the potential to impact on the delivery of the project in terms of quality, programme, budget or other relevant concerns. The register is provide a record of all project issues, who is responsible for their management, mitigations, and close out, and is to be maintained over the life of the project and is to be updated with new issues as they are identified by the project team.

Deliverables

All deliverables identified in this SoR are to be provided in draft format by the Consultant Team for Territory and Stakeholder review and comment. All deliverables are to meet the Document Management Requirements outlined in IDR.

The Territory will aim to provide a single consolidated set of feedback on each deliverable within two weeks of receipt of draft. The Consultant Team is to provide responses to all comments in a formal comment register and update each deliverable into a finalised version. Acceptance of finalised version of each deliverable is required from the Territory

Coordination with other Projects

Coordination meetings will need to occur with various ACT stakeholders to understand their current projects and future development plans, including:

• SLA – Molonglo Town Centre and Molonglo 3 East development precincts

• iCBR – Light Rail Stage 2

• National Arboretum Canberra – Future development plans and second access works

• National Zoo and Aquarium – Future development plans and projects

• CED – Various transport network upgrades

• Utility Providers (Various) – Any utility infrastructure upgrades that will impact / are impacted by the project.

• PCS - Any environmental projects or activities underway on the site, particularly in the River Reserve, that will impact / are impacted by the project.

Stakeholder Engagement

Engagement with stakeholders will be an important element of the project and will inform the development of the MPDC Concept Design. Further to the Government Stakeholder Briefing described in Section 5.5.6, ongoing consultation by the Consultant Team with numerous stakeholders will be required. This project has a range of internal and external stakeholders who are considered likely to provide feedback and input into the design process. It is expected that discrete engagement and consultation sessions will be required with ACT stakeholders, including but not be limited to:

All engagement activities are to be recorded in a project consultation register. 

COMMUNITY ENGAGEMENT 

iCBR may undertake a community engagement activities during this project. The Consultant will prepare material to support these activities.
