The Shire of Halls Creek (SoHC) is undertaking a major digital transformation to replace its fragmented and outdated systems with an integrated Microsoft 365–based environment. The purpose of this procurement is to engage a suitably qualified provider to design, configure, and implement a suite of Microsoft Power Platform solutions, SharePoint Online intranet, supporting workflows, and reporting dashboards.

The goal is to digitise a minimum of 75% of the Shire’s core operations within 18–24 months, reducing manual processes, improving compliance with WA Local Government legislation and audit standards, and providing a secure, scalable platform for service delivery. The selected supplier will be required to deliver end-to-end solutions across governance, finance, regulatory services, infrastructure, community development, and executive management functions.

The purpose of this Request for Tender is to engage a single qualified supplier to deliver an integrated Microsoft 365–based business platform, encompassing Power Apps, Power Automate, Power BI, and SharePoint Online. The project aims to digitise minimum 75% of Shire operations over an 18–24 month period. Outcomes will include automated workflows, stronger recordkeeping aligned with the State Records Act 2000, compliance with the Local Government Act 1995 and associated regulations, and enhanced data governance and cyber security.
