Tender Description

SCOPE OF WORKS

1. Background

Burdekin Shire Council is undertaking an upgrade to the amenities at the Burdekin Aquatic Centre in Ayr, QLD. This project aims to provide a new, accessible, and cyclone-resilient amenities block that meets community expectations for modern, clean, inclusive public facilities.

Council seeks submissions from suitably qualified contractors for the design, supply, and installation of a new amenities block, based on the attached floor plan. The facility will serve patrons of the aquatic centre and the broader community. The works must be completed within a 4-month construction period between April and September 2026.

2. Site Location

The amenities block will be installed at the Burdekin Aquatic Centre, located at 242 Queen Street, Ayr QLD. The proposed location shall integrate with existing infrastructure and allow for pedestrian and DDA-compliant access from poolside and adjacent carparks.

3. Project Expectations

The successful contractor will be responsible for: - Design finalisation (based on provided floor plan) - Engineering documentation - Supply and installation of the structure and fit-out - All required services connections - Construction management and commissioning - Defects liability management

4. Design Brief

4.1 Building Requirements

Refer to the attached site plan.

The amenities block includes: -

  • Separate male (2) and female toilets (2) - Ambulent cubicles (2) - Accessible (DDA-compliant) toilets (2) and change room - Shower facilities (2) - Baby change facility (2) – Changing Places Facility (1)
  • Four showers in each male and female change-rooms – total (8)
  • Large change bench in each area
  • Handbasins in each change area
  • Access corridor for easy maintenance of showers and toilets.
  • Storage and service room - External drinking fountain location - Provision for solar lighting and daylighting

4.2 Key Specifications

• Building Style: Open to all considerations

• Toilet Types: Not Stainless-steel fixtures

• Internal Cladding: Open to all considerations

• Lighting: Solar and/or mains-timed lighting

• Accessibility: Full DDA compliance including ramps, handrails, door widths, and signage

• Cyclonic Rating: Minimum C2 to comply with North Queensland standards

4.3 Materials & Finishes

• Anti-corrosion, low-maintenance finishes suitable for tropical climate

• Non-slip flooring (internal and external)

5. Construction Requirements

5.1 Scope of Works Includes:

• Site preparation and service location confirmation

• Foundations, slab and structural installation

• Electrical, plumbing and stormwater connections

• Fit-out and commissioning of amenities

• Connection to existing utility networks (water, sewer, power)

• Landscaping and reinstatement of adjacent areas

• Provision of operations manuals, warranty documents, and ‘As-Constructed’ plans

5.2 Deliverables

• Final detailed design drawings (PDF + CAD)

• Engineering certification

• As-constructed drawings

• Warranties and specifications of all installed elements

• Maintenance schedule and service manual

• Certificates of compliance

6. Budget and Payment

• Total Project Budget: $750,000 (incl. design, supply, construction & contingency)

• Payment Milestones: (can be refined with successful contractor)

  • 10% on contract execution
  • 30% at completion of foundations/slab
  • 30% at installation completion
  • 20% at practical completion
  • 10% at final handover & DLP acceptance

7. Timeline

Milestone Target Date

Contract Award October 2025

Site Possession & Mobilisation Early April 2026

Construction Completion July/August 2026

Practical Completion & Handover By 31 August 2026

Defects Liability Period Begins September 2026

8. Site Considerations

• Working hours: 6:30am–6:30pm Mon–Sat; Sunday/public holiday works with prior approval

• Access to site to be coordinated with Aquatic Centre staff to minimise public disruption

• Dust, noise, and public safety management plans must be included in construction methodology

9. Quality Assurance

• All works must comply with Australian Standards (AS1428, NCC, QLD Plumbing Code)
