Tender Description

This procurement seeks to engage professional consultancies to provide specialist secondment services that meet the requirements of the Water Management (Safety of Dams) Regulations 2015, in accordance with the types and consequence categories of dams within TasWater's portfolio.

Consultancy secondees will perform the role of Owner's Engineer and deliver expert services related to the investigation, design, construction, operation, maintenance, and surveillance of a diverse range of dam types and ages.

Secondment Structure and Requirements:

  •  The hours of engagement for each secondee will be agreed upon between the Consultant and TasWater following a formal request from TasWater, with a minimum notice period of two (2) weeks.
  •  The secondment must deliver support equivalent to three (3) full-time equivalent (FTE) positions, with secondees distributed across TasWater offices in Hobart, Launceston and Devonport.
  •  Coverage and support in the Northwest region, specifically Devonport, is mandatory and non-negotiable to meet the operational needs of the Dam Infrastructure team.

Consultant and Secondee Commitments:

  •  The Consultant agrees to second the nominated personnel to TasWater for the term of the agreement.

During the secondment, the secondees must:

  • Work at locations reasonably determined by TasWater;
  • Exercise the level of skill, care and professional judgment expected of a qualified practitioner in their respective discipline, consistent with the responsibilities and standards of an Owner's Engineer in dam infrastructure; and
  • Accept reasonable titles, roles, or responsibilities as requested by TasWater and, upon request or termination of the agreement, resign such roles.

This engagement is designed to strengthen the Dam Infrastructure Team's internal capability and ensure continued compliance with dam safety regulations across the State.

Consultancy secondees representing Dam Infrastructure on behalf of TasWater, may be required to undertake a range of tasks, including but not limited to:

  •  Preparing specifications and scope of work documentation for Dam Safety Reviews;
  •  Developing specifications and scope documents for dam-related Risk Assessments;
  •  Preparing Engineering Assessment documentation for dams of varying types and conditions;
  •  Reviewing Dam Safety reports submitted by external consultants on behalf of the client;
  •  Preparing or reviewing scope documents for Dam Safety works and upgrade projects;
  •  Drafting or contributing to decommissioning plans and associated reports;
  •  Preparing and/or reviewing key dam management documents, including Dam Safety Emergency Plans (DSEPs) and Operations and Maintenance Manuals (OMMs);
  •  Accompanying consultants on surveillance, scoping, tender inspections, and site visits;
  •  Providing technical support and mentoring to Dam Infrastructure team members;
  •  Investigating and responding to dam-specific enquiries or issues raised by stakeholders;
  • - Conducting routine and event-based surveillance, including flood monitoring activities;
  •  Assisting with the preparation and submission of applications for relevant permits and approvals;
  •  Conducting site inspections to support project delivery, quality assurance, construction phase oversight, and operational assessments; and
  •  Offering both technical and general support to the Dam Infrastructure team and other TasWater business units as required.
