TasNetworks invites submissions from providers who are suitably qualified for the RENPC Transmission Protection Upgrades FY26-29.
Scope of Work
The scope of the work includes design, installation and commissioning as one package of work per site. Protection devices outlined in Appendix B will replace existing equipment at designated TasNetworks substations. The nominated Contractor(Contractor) shall provide a comprehensive design, installation, testing and commissioning plan for each of the protection relay replacements. The Contractor is permitted to subcontract the delivery of different tasks under this scope of works with the prior written approval of TasNetworks. All subcontractors require assessment, approval and onboarding activities as appropriate to TasNetworks approval.
All works relevant to this project shall be designed, installed and commissioned in accordance with Appendix A, 9.1 TasNetworks Standards provided in this document. A summary of the work that is required is described in the following sections.
SCADA requirements at site
TasNetworks require configuration and design of protection relays including integration to the SCADA systems. The existing SCADA systems shall be updated at all relevant sites to incorporate all secondary changes occurring as part of this project. The Contractor shall be responsible for configuring all elements of the SCADA system to incorporate the changes. This project will include predominantly like for like replacement, however if any additional points are found that would benefit the design and our control room operators then these points should be brought to TasNetworks’ attention during the design by raising a formal Request for Information to the TasNetworks Project Manager.
TasNetworks will provide an existing point list for each site mentioned in Appendix B to be reused. DNP point names provided in this list shall be utilised by the Contractor for configuring devices. Where this is not technically achievable, it must be brought to the attention of the TasNetworks by raising a formal
Request for Information to the TasNetworks Project Manager.
Elements of the SCADA system which may require modification as part of this project include:
• Gateway RTUs;
• Substation HMI;
• Bay controller/Bay RTU;
• Ethernet Network;
• IED mappings; and

• Engineering PC on site.
In addition to this, the work may include the following:
• SCADA Drawings;
• Settings files captured in StationWare; and
• Signal and scan lists.
Installation at Site
Installation scope of works for this program will include the installation of protection panel or retrofitting the new relays into existing cutouts. The Contractor will install the panels, modify secondary wiring, implement relay settings device installation/testing, and documentation mark-ups to facilitate the replacement of each protection device outlined in Appendix B.
At a high level, the following work is to be undertaken:
a) Secondary works – equipment replacement;
b) Device fit out, design modification, panel wiring;
c) Pre-commissioning and commissioning of new protection device/schemes;
d) Provision of documentation and Omicron test plan including:
i. Any design drawings marked up during installation;
ii. ITPs;
iii. As installed setting files to be uploaded to TasNetworks StationWare database;
iv. Device details including serial numbers; and
v. Final test reports.
Final commissioning reports, settings files, and equipment details must be submitted within 10 business days of site completion.
