Tender Description

This Tender is invited by the Issuer.

Do you thrive on solving data and digital problems, delivering customer centric solutions in agile ways taking advantage of the suite of Microsoft products from Azure powering data and AI solutions to Business Applications including Dynamics 365 and the Power Platform to deliver scalable, secure and efficient solutions?

The Digital Transformation Agency (DTA) is looking for a supplier with relevant experience and qualifications to provide resources for the ongoing development of an Integrated Data Platform. The upcoming deliverable will address integrating data collection and ingestion capabilities into the platform, supporting secure, transparent, and efficient data flows within the Digital and ICT Investment Oversight Framework. The DTA will retain control over all hosting environments and licensing.

Key deliverables include:

  • Data Collection and ingestion capability: A data collection and ingestion solution that is interoperable with Microsoft technologies, serving as a secure front door for protected-level data collection. It is self-hosted within the DTA’s secure environment, uses VANguard authentication, and adheres to stringent standards for safeguarding sensitive information.
  • Simple and Seamless customer centric portal: A scalable, software-as-a-service (SaaS) customer-facing portal that supports a unified data model and taxonomy. It is designed to enhance data quality, timeliness, and integrity while delivering a streamlined and user-friendly experience.
  • Data architecture and modelling: Defining data architecture and technical requirements including continued development of dimensional models in the Azure environment to consolidate disparate data sources.
  • Data lake / warehouse: Enabling all data collected or sourced to be integrated and available within a centralised platform.
  • Data pipelines and interoperability: Supporting the ingestion and synchronisation of data across information systems, including undertaking maintenance using Azure tools, code repository management, CI/CD pipeline orchestration, DevOps and ETL processes.
  • Customer relationship and case management: Leveraging Dynamics 365 to centralise and manage stakeholders, provide data lineage and provide multi-views of initiatives.
  • Enterprise search and discovery: to ensure data is discoverable, accessible and asset owners are clearly identifiable to promote the effective sharing and reuse of data available and maximise its value.
  • Data analytics: multi-level and dynamic data visualisations using PowerBI with analytical capabilities to extrapolate meaningful insights.
  • Data governance and security: Development of the appropriate governance, quality, performance, security and compliance documentation in line with Australian Government legislation, policies and procedures.
  • Stakeholder management: Excellent stakeholder management, communication, negotiation and influencing skills to drive effective collaboration across teams and explain complex data concepts to non-technical audiences.
  • Capability development: Foster a culture of adaptability and continuous improvement, providing technical guidance and training to enhance staff capabilities.

There is the expectation that any staff assigned to support the engagement will have a minimum Baseline security clearance.
