Scope
This EOI invites suitably qualified contractors to submit their interest in undertaking Utility Monitoring Services on all campuses listed in Attachment 1. The key objectives for this work are to provide TAFE NSW with a solution to better manage its energy and water and provide operational guidance to support its Energy Management System (EnMS) and Plan (EnMP).
TAFE NSW (TAFE) invites suitably qualified contractors to submit their interest in undertaking the provision of a utility (energy and water) monitoring and analytics service, including an accessible online platform. This service offering is intended to help TAFE NSW manage its energy and water use, report on energy and water performance with confidence, uplift staff utility management capabilities, and utilise the data to actively manage its assets and facilities.
The solution should:
• Be technology agnostic and able to integrate submetering, solar power, electricity, natural gas and water data to support broader sustainability objectives.
• Include a centralised portal that is accessible and allows users to easily extract information and reports.
• Be user-friendly for time-poor site staff who are often lacking energy and water literacy and provide practical and pointed advice to ensure successful energy and water management.
• Prioritise analysis on the top 15-20 sites which contribute to 50% of total portfolio energy use. However, at a minimum utility level data should be captured for all sites for the purpose of high level reporting and benchmarking.
• Include identification, tracking and guidance for site staff to drive energy and water savings.
• Include training and capability uplift activities for operational staff and other system users
Note that the solution does not need to address bill validation, asset planning, or energy procurement activities.
