Tender Description

Kyogle Council is seeking the services of suitably qualified land use planners to support Council to deliver planning services for customers in the Kyogle local government area.

Council requires the services of suitably qualified land use planners to assist Council to deliver planning services by performing the following tasks:

  • assessing development applications for a range of development types to ensure compliance with planning and building regulations, codes and standards, preparing planning assessment reports and applying appropriate conditions of consent where necessary.
  • coordinating development assessment processes including internal and external referral of applications for technical advice and drafting requests for further information, or notice of issues, in accordance with planning regulations.
  • assessing applications for subdivision certificates and preparing subdivision certificates.
  • assessing planning proposals received by Council and preparing planning assessment reports for submission to Council for decision.
  • preparing planning proposals on behalf of Council for submission to the Department of Planning, Housing and Industry.
  • responding to enquiries from stakeholders, including planning consultants, property owners, applicants and Council staff regarding land use planning matters, as required.
  • provide guidance and direction to Council’s Director Planning and Community Development and Manager Development and Regulatory Services and Planning Services officers on land use planning matters where required, for example, information required for applications, application and interpretation of planning and building regulations, codes and standards to particular development types.
  • reviewing existing Council documents and developing new documents to assist Council to improve delivery of planning services to the customers.

Council estimates that the time required to be invested in delivering the above tasks would be approximately 8 – 24 hours per week, depending on demand for services. It should be noted that demand for services is driven by external factors, namely, submission of applications and enquiries, such that workload does ebb and flow from week to week.

Services may be delivered from Council’s Administration Centre, located at 1 Stratheden Street, Kyogle (desk, computer and landline phone service provided), and/or remotely from private offices. A Council vehicle is also available to conduct inspections, with travel start and finish at the Administration Centre.

Please note that Council will need to engage suitably qualified planners from different private practices to enable Council to address potential conflicts of interest that may arise during assessment processes.
