Tender Description

Cairns Regional Council is seeking submissions from suitably qualified and experienced consultants to undertake a two-part engagement comprising:

* Part 1 - A comprehensive review and update of Council's existing All Hazards Risk Assessment (AHRA) to ensure compliance with the Queensland Emergency Risk Management Framework (QERMF) and alignment with Council's Local Disaster Management Plan (LDMP) and corporate risk framework.

* Part 2 - A strategic review and redevelopment of Council's Local Disaster

Management Plan (LDMP) and sub-plans, including targeted stakeholder engagement, validation activities and the provision of an updated, compliant and operationally relevant plan that reflects current best practice, legislative requirements and local risk context.

This engagement will support Council in enhancing its disaster resilience, ensuring legislative compliance and integrating risk-based planning across emergency management functions. The Consultant will demonstrate a strong understanding of Queensland's disaster management arrangements, risk assessment methodologies and plan development processes in accordance with the QERMF and Queensland Disaster Management Guidelines.

Enquiries: Tender enquiries, questions or clarifications should be directed via the online forum. Cairns Regional Council officers are unable to respond to verbal enquiries in relation to the tender. The forum will close five days prior to the closing time and date. Please ensure that all questions, information requests and clarifications are posted prior to this time.

Lodgement of Submissions: Completed responses must be lodged by uploading the submission using the response forms within the tender documentation.

We strongly recommend that you begin uploading your tender submission files at least two (2) hours BEFORE the tender closing time.

Closing Time and Date: The tender closes at 4:30 PM, Tuesday 30 September 2025. Submissions must be fully received by this time. Late, verbal or emailed tenders may not be accepted and will be subject to Council's sole discretion.

Submissions will not be opened publicly. The lowest or any tender may not necessarily be accepted.

Council reserves the right to change the specifications prior to making a decision on the submissions received in response to this invitation.

Council may invite all Respondents to change their submission to take into account any change in the tender specifications.

Tenders are to remain valid for a period of 120 days from the Closing Time.
