Project goals
This is a Request for Proposal for a contract duration of 4 years plus three 24 months options (4+2+2+2) and TfNSW is seeking proposals from capable vendors for provision of the below digital system for claims management with integration capability with Transport Equip (SAP) to manage:
- Self-Insured Workers Compensation Claims Management Platform: To procure a claims management system to support the Injury and Health Solution unit in efficiently handling workers compensation claims and recovery-at-work cases. The system will ensure timely return-to-work interventions, compliance with State Insurance Regulatory Authority (SIRA) guidelines, and delivery of effective injury management services across the Transport cluster. It will streamline claims processing, support self-insurance license requirements, and enhance operational efficiency and resilience in managing workplace injuries along with fulfilling the Transport cluster workers compensation claims reporting requirement. Detail of the requirement is outlined within the scope of work.
- General Insurance Claims Management Platform: To procure a system for the Liability and Recovery team to manage general insurance claims, including public liability and fleet vehicle incidents. The system will enable timely intervention and resolution, reduce risk exposure, and improve operational performance. Detail of the requirement is outlined within the scope of work.
Scope
The scope includes delivery of a cloud-based, Transport cluster-wide claims management system:
- SIRA Compliant Workers Compensation System: Supports the Injury and Health Solution team in managing workers compensation claims and return-to-work cases. Key functionalities include recording and processing payments, generating related reports, and supporting injury management services. The system will also enable data storage and compliance reporting to SIRA and relevant Transport agencies.
- General Insurance Claims Management System: Supports the Liability Claims & Recoveries team in managing general insurance claims. It will facilitate data storage, payment processing, and report generation for Transport cluster agencies.
The systems must interface with Transport 's EQUIO (SAP) systems to enable Payment of vendor invoices, accurate lodgement of claims using employee and organisational details. It is anticipated that the potential vendor will proactively engage with users to improve platform usability and accessibility, driving efficiencies. In addition, the vendor must ensure compliance with regulatory requirements and any legislative changes. Timely support is expected, with minimal service outages.

Opportunity requirements
1. Conditions of Participation
Proponents must be an advanced member of the ICT Services Scheme (SCM0020) in at least one of the following categories by the RFP closing date and time:
- The Proponents WCCMS must be fully compliant with the NSW State Insurance Regulatory Authority ( "SIRA") policies and processes and demonstrate their ability that they have been compliant providing such software to be able to tender for this procurement event (SIRA Compliant Self -Insured provider).
- SAP Integration: TfNSW has SAP system ("EQUIP") as a core enterprise system for employee master data, accounts payable, and finance management. Both the claims management systems are integrated with SAP system and there is a dependency on the integration to accurately lodge a claim, make claims-related payments on time (Legal KPI) and general ledger reconciliation. This integration is critical for current Injury and claims operations and Liability Claims and Recoveries team services operations.
- Integration Capability with the other insurer system for treasury managed fund case management.
- Integration capability with Transport Cluster Safety Incident Management systems.
- The contract will be under the NSW Government ICT Framework, the successful proponent will need to be prequalified as an advanced supplier on the ICT Services
