Project goals
Blacktown City Council is seeking to engage a suitably qualified demolition and civil works contractor to deliver the Early Works Package (EWP) for the Mount Druitt Swimming Centre redevelopment. The scope includes site clearance, demolition of existing structures, and enabling infrastructure works to prepare the site for future construction. The Early Works Package will help streamline the project timeline, reduce site-related risks, and set a safe foundation for subsequent stages.
Scope
The Early Works Package (EWP) for the Mount Druitt Swimming Centre redevelopment comprises the following key activities:
- Completing and finalising the design to satisfy Blacktown City Council’s (BCC) requirements.
- Preparing and implementing a detailed demolition methodology.
- Undertaking all works in strict accordance with the Review of Environmental Factors (REF).
- Protecting and retaining the existing 50-metre outdoor pool.
- Demolishing the existing amenities buildings, wading pool, and associated structures, as detailed in the Principal’s Project Requirements.
- Removing and/or capping redundant underground services.
- Excavating, transporting, and relocating approximately 3,900 m³ of fill material to a nominated Council site.
- Provisional Item – Subject to Council direction: design and construction of a temporary car park (approx. 200 spaces) within the Mount Druitt Town Centre Reserve.

Tenders must be submitted in accordance with the tender submission conditions set out in RFT document and lodgement requirements document and by uploading the response electronically to the eTender box via this website.

Opportunity requirements
1. Have you joined the mandatory Tender Briefing?
A tender briefing will be held on site at 10:30 am on Monday 01 September 2025 in Mount Druitt. Tenderers' attendance at the tender briefing is mandatory. Tenderers are required to confirm by 2 pm Friday 29 August 2025 (via email to WI-Transformational@blacktown.nsw.gov.au and Tam.nahar@blacktown.nsw.gov.au ) of their intention to attend the tender briefing. The tenderer in its email to the Contact Officer, must specify the number of attendees who will attend the tender briefing on behalf of the tenderer. Full venue details will be provided upon confirmation of the tender briefing.
A maximum of 2 representatives per company may attend the tender briefing.
