Costs of providing Electronic Lodgment Network Operator (ELNO) services

Project goals

The Independent Pricing and Regulatory Tribunal (IPART) is seeking to procure a professional services firm to review, estimate and report on the costs that an efficient electronic lodgment network operator (ELNO) would incur in providing its electronic conveyancing (eConveyancing) services. This work is intended to support our review of ELNO service fees which is to investigate and make recommendations on the pricing regulation of these services.

Opportunity requirements

1. EOI Part A - Terms and Conditions and Statement of Requirements

EOI Part A – Terms and Conditions and Statement of Requirements provides the terms, conditions and processes governing the EOI. The Statement of Requirements (Appendix A of this EOI Part A) is a high-level description of the Goods and/or Services to be provided when shortlisted EOI Respondents are invited to make further detailed submissions in the subsequent stage.

By selecting the "agree" checkbox in relation to this requirement, the Respondent expressly acknowledges and agrees to submit a Response that is compliant with the specified requirements and conditions of this EOI.

2. EOI Part B - Returnable Schedules

EOI Part B - Returnable Schedules is to be completed and submitted by the Respondent in response to this EOI to enable IPART to evaluate the submission.

Respondents are requested to prepare a Response as instructed in EOI Part A, Clause 3: EOI Preparation.

3. EOI Part C - the Agreement

This document (EOI Part C) and terms are for reference and guidance only on the contracting framework IPART intends to use. A tailored draft Agreement will be provided at the second procurement stage.

IPART reserves the right to adopt an alternative contracting framework in the subsequent procurement stage following this EOI, as it considers appropriate for achieving its objectives.

By selecting the "agree" checkbox in relation to this requirement, the Respondent confirms that they have reviewed and understood the contracting framework that IPART intends to use with the Preferred Respondents from the subsequent procurement stage.
