Tender Description

Lumsden Point is located at the southern end of the Port of Port Hedland, situated between South Creek and Southeast Creek, directly adjacent to Great Northern Highway. Pilbara Ports is developing the Lumsden Point General Cargo Facility and Logistics Hub (LGCF, Lumsden Point). The LGCF is a new multi-user facility and logistics hub that will facilitate activities including the export of critical minerals, the import of renewable energy infrastructure, import/export of general cargo, and the import of bulk liquids including fuel and chemicals.

The Scope of Work outlines Pilbara Ports minimum requirements for the provision of the following equipment:

  • Intake Switchrooms
  • Main Switchrooms
  • Kiosk Substations
  • Ring Main Unit (RMU) Substation
  • Transformers

The provision of this equipment generally includes the design, materials, manufacture, surface protection, inspection, testing, documentation, packaging, delivery to Site, installation, supervision of installation, commissioning and performance testing of the equipment, and an installation element which is specific to the Switchrooms only.

The Contractor is responsible for preparing/issuing all documentation related to fabrication, installation, lifting plans and maintenance manuals of all equipment supplied. The Contractor shall procure all material necessary for fabrication and install a complete unit on Site. The Contractor is responsible for carrying out all factory testing making sure all equipment is compliant with all the Australian standards, regulations and specifications. The Contractor shall supply Pilbara Ports with all testing documentation as part of the MDR. The Contractor shall also be responsible for the safe delivery of the Equipment from factory to Lumsden Point onto their final installation location or any location within Lumsden Point designated by Pilbara Ports.

Design of the equipment has been carried out by the Principal’s consulting engineer to 50% stage. This design documentation generally consists of drawings and specifications included as appendices to the Scope of Work. The Contractor is responsible for completing the design of the equipment in stages, as further described in the technical specifications.

Online Briefing

An online briefing session will be held on 26 Sep, 2025 10:30 AM.

A mandatory Tender briefing will be organised for Friday 26 September 2025 commencing at 10:30am WAST.

  • The Tender briefing will be hosted as a Microsoft Teams (online) meeting. Attendance in person is not mandatory and is at the discretion of the Tenderer.
  • All costs incurred for the Tender briefing are to be borne by the Tenderer.
  • Tenderers are required to register a maximum of 2 participants for the Tender briefing by 1:00pm WAST on Thursday 25 September 2025 via Rebecca.Wilkinson@pilbaraports.com.au.
  • Once registered, the registered participants will be sent an invite to the Tender briefing containing the link to join the Microsoft Teams hosted event. Non-registered requests will not be permitted.
  • Tenderers are informed that any discussions held during the Tender briefing may be recorded and issued as Addenda.
  • Recording or the use of AI programs to take notes are not permitted.

Attendance at the briefing is a pre-requisite to submission and consideration of a bid.
