Tender Description

Livingstone Shire Council invites suitably qualified and experienced consultants to submit a tender for the provision of detailed design and approvals documentation for the East West Connector Stage 1 project. This engagement represents a significant opportunity to contribute to a regionally significant infrastructure initiative that will unlock residential and industrial growth across the Capricorn Coast.

The successful tenderer will be appointed as Principal Consultant to lead the design and approvals process for two separable portions of work:

1. A new signalised intersection at Rockhampton–Yeppoon Road and Neils Road, designed to Department of Transport and Main Roads (DTMR) standards.

2. A new urban sub-arterial road corridor extending approximately 2km east from the intersection, designed to Capricorn Municipal Development Guidelines (CMDG) standards.

Council seeks a consultant team with demonstrated experience in transport infrastructure design, particularly on State-Controlled Roads, and the capability to manage complex, multidisciplinary projects under time-sensitive conditions.

This project is funded under the Queensland Government’s Residential Activation Fund, with construction required to commence within 12 months of the funding agreement execution. The design must be progressed in a manner that enables timely approvals and procurement of construction contractors.

Livingstone Shire Council’s key objectives for this engagement are to:

• Deliver two complete, coordinated, and construction-ready design packages that meet all technical, regulatory, and functional requirements.

• Facilitate timely lodgement of statutory approvals to support the commencement of construction within the required funding timeframe.

• Ensure the design reflects best practice in safety, constructability, and lifecycle cost efficiency, while integrating with adjacent infrastructure projects such as the Pineapple Drive Extension.

• Support the activation of the Hidden Valley Residential Precinct and the broader Gateway Industrial Estate through improved connectivity and infrastructure capacity.
