Statement of Requirements
The Mineral Research Institute of Western Australia (MRIWA) is seeking consultancy services for the Critical Minerals Advanced Processing Facility (CMAP Facility).
The MRIWA require a suitably qualified and experienced consultant, or group of consultants, to undertake extensive stakeholder engagement, detailed research, and comprehensive analysis for a common user pilot and demonstration scale CMAP Facility in Western Australia (Project). The Project seeks to build upon the initial findings of the Strategic Business Case and is intended to support a request to the Commonwealth Government for $100 million in matched funding for a CMAP Facility in Western Australia.
The Project consists of the following stages:
(i) Stage 1 — Feasibility Study; and
(ii) Stage 2 — Detailed Business Case.
Note: A Government decision point, regarding whether to proceed to Stage 2, will be reached upon completion of Stage 1 of the Project. This decision will be informed by the findings of the Feasibility Study. Depending on the outcome of the decision, the Project may or may not proceed to Stage 2.
The Project must comply with Western Australian (State) and Commonwealth Government requirements. The successful consultant(s) should be adept in providing consultancy services for both State and Commonwealth major infrastructure / investment proposals and possess comprehensive knowledge and understanding of relevant legislation, policies, frameworks, approval processes, and other applicable requirements.
The Project will require input from a range of technical disciplines, including architectural, quantity surveying, time programming, engineering, management consultancy (including risk advisory), and property advisory.
As the Project is jointly funded under a Federation Funding Agreement between the State Government and the Commonwealth Government, it is an essential requirement that the successful consultant(s) be able to comply with all specified Project timeframes.
Stage 1 – Feasibility Study
Objectives
The Feasibility Study is required to identify, discuss, and analyse:
• the midstream processing opportunities for critical minerals, processing pathways, and their priority for Australia;
• relevant laboratory, pilot, demonstration, and commercial scale capability for mineral processing, metallurgical testing, and certification services within Australia in the public, private, and research sectors to support critical minerals midstream activities;
• relevant international pilot and demonstration scale capabilities and facilities to support critical minerals midstream activities and how these compare against Australian capability;
• the market demand and existing service shortfall for critical minerals midstream activities in Australia, and what is required to support the development of these activities in Australia;
• the potential foundational users and customer base for a common user CMAP Facility in Western Australia;
• the strategic outcomes that could be enabled by a common user CMAP Facility in Western Australia, including the potential for the facility to be an exemplar for decarbonisation, reprocessing of tailings and mining waste, and battery recycling;
• leveraging off the existing Cathode Precursor Production Pilot Plant (C4P), the equipment and facility requirements needed to address any key gaps in existing Australian midstream activity capabilities;
• the commodity, or group of commodities, representing the most strategic starting point for a CMAP Facility in Western Australia; and
• the building and accommodation requirements, costs, and schedule for establishing a common user CMAP Facility in Western Australia.

The Consultant is required to provide project management services including:
(a) Progress Tracking
The Consultant is required to monitor and track progress and provide regular updates to the Principal during weekly progress meetings, or as otherwise directed by the Principal.
(b) Budget Tracking
The Consultant is required to monitor and track actual expenditure against budgeted amounts and provide regular updates to the Principal during weekly progress meetings, or as otherwise directed by the Principal.
(c) Meeting Attendance & Participation
Senior personnel of the Consultant are required to attend meetings, which will be held either in-person at a location within the Perth metropolitan area or virtually using
Microsoft Teams. These meetings are:
(i) a two (2) hour start-up meeting;
(ii) one (1) hour weekly progress meetings for the duration of Stage 1 of the Project (noting in some instances these meetings may be PCG or Steering Committee meetings);
(iii) two (2) hour draft Feasibility Study Report workshop meeting (following submission of the initial draft Feasibility Study Report);
(iv) one (1) lessons learned and close out workshop; and
(v) other ad hoc meetings, as required.
(d) Stakeholder Engagement & Management
The Consultant is required to conduct comprehensive stakeholder engagement in accordance with the endorsed Stakeholder Management Plan and endorsed Communication Plan.
The Consultant is required to ensure suitable resourcing is allocated to engagement activities (including direct engagement) with various stakeholder groups throughout
Stage 1 of the Project.
The Consultant is required to provide the Principal with regular updates on the implementation of the Stakeholder Management Plan and the outcomes of the Consultant’s engagement with stakeholders during weekly progress meetings, or as otherwise directed by the Principal.
(e) Risk and Issue Management
The Consultant is required to actively monitor, analyse, and manage risks and issues in liaison with Principal.
The Consultant shall record all identified risks in the Risk Register and all identified issues in the Issues Register.
The Consultant is required to provide the Principal with regular updates on the Risk Register and Issues Register during weekly progress meetings, or as otherwise directed by the Principal.
If the Consultant identifies any risks it considers to be high or above, or any issues it considers to be significant or greater, the Consultant must bring these to the immediate attention of the Principal.
