Project Objectives
The overall project objective is to modernise the Whitemark Waste Facility meet greater standards in waste separation and increase diversion from landfill.
Specific project objectives for the proposed works are as follows:
• To ensure compliance with the Strategic Plan,
• To comply with current EPA/EPN requirements,
• Provide all weather access to Flinders Island residents when supporting the facility,
• Provide for an all weather work place for those engaged with dealing with waste items,
• Improve the safety of all users of the site,
• Improve the amenity of the Flinders Island Municipality by providing assets exhibiting good workmanship and appropriate life expectancy,
• To deliver the project in compliance with legislated Health and Safety requirements, and
• To deliver the project efficiently, professionally and cost effectively, within the agreed timeframe.
Works required under this tender:
Council invites tenders from Tenderers for the provision of Construction Works:
To undertake civil works and assemble shed kit(s) and, construct concrete slabs and peers to form an enclosed space designed for entry and exit of heavy-duty vehicles and patrons to drop off recyclables under cover and house a sorting line and glass pulveriser.
In addition, a small site office on a mezzanine floor with external access stairway, made of steel, is included. As directed by the Works and Services Manager, the work under the Contract includes the following:
• Supply and place concrete slabs for the main Waste Facility building and Oil Shelter building, 150mm thick slab with SL92 top, on 30mm sand and 200um polyethylene barrier.
• Preparation of the additional concrete slabs to the main Waste Facility building and Oil Shelter building, 200mm minimum base Class A material.
• Note falls required to Operations Slab as noted on civil drawings
• Take delivery of steel shed kit for the main Waste Facility building.
• Erecting steel shed kit for the main Waste Facility building.
• Supply and take delivery of steel shed kit for the Oil Shelter building and erecting steel shed kit for the Oil Shelter building
• Supply and install Monowills type and heavy-duty balustrade as per the civil drawings.
Note, all handrail and balustrade steelwork to be galvanised before painting.
• Prepare steel workshop drawings for the external stair and internal office steelwork framing.
• Steel stair to be generally 200PFC stringers and frame on 89x5 SHS posts. Monowills T5 welded fixing proprietary stair treads, 285mm tread depth, 210mm riser with 265mm going. Stair to be AS1657 compliant. Hot-dip galvanised all steelwork. Paint finish to handrail, homebush gold.
• Steel frame to mezzanine office to be 89SHS columns, 250PFC perimeter channel frame, with C15015 floor joists. 25mm bluetongue particle board flooring.
• Insulate under floor with 150mm R3.5 batts.
• Line underside of floor joists with Trimdek Colorbond cladding.
• Frame office walls from 90mm timber stud framing. Extend framing 400mm above ceiling line
• Externally clad office wall with Trimdek Colorbond cladding.
• Internally line office walls with 10mm plasterboard. Provide five number windows to office, nominally 1500mm wide x 1100mm high. Double glazed with sliding sashes.
• Provide timber ceiling joists.
• 10mm plasterboard ceiling on metal battens.
• Insulate office walls with R2.0 wall batts.
• Insulate office ceiling with R4.5 batts.
• Provide general office light and power.
• Provide general light and power to main Waste Facility building
• Provide external wall-mounted lights to perimeter of the main Waste Facility building.
• Provide general shed light and power, including submains and switchboard.
• Connect building downpipes to site stormwater system
Type of Work
The scope of works to be carried out under this Contract comprises the provision of materials, plant, and labour of whatever kind necessary for the completion of the works in accordance with this scope and specification, annexures (permits) and any subsequent explanatory details, and to the entire satisfaction of the Flinders Council representative.
The works include, but are not limited to the following items:
• Planning, preparation, and site establishment,
• Site survey and set out,
• Slab construction,
• Construction of the Airport Operations Building,
• Services and fit out,
• Safety and environmental management,
• Quality management,
• General construction activities,
• Site clean-up, and
• Supply of As-Constructed drawings and required forms.
