Tender Description

The purpose of this call for Expressions of Interest (EOI) is for the Design and Construction contract for the Cottage Creek project, consisting of:

  •  Utility relocations,
  •  Implement permanent and temporary changes to traffic control signals to support a detour of Hunter Street
  •  Demolition and replacement of the existing Hunter Street bridge over Cottage Creek,
  •  Demolition of two adjacent suspended slabs, and
  •  Demolition and replacement of affected sections of the channel base and walls.

Contractors willing to fulfil the requirements of the proposed contract are invited to submit an Expression of Interest response to the City of Newcastle (CN) by the deadline:

  • 2pm on Tuesday, 21 October 2025

Responsibility for lodgement of completed EOI documents by the deadline lies solely with the Respondent. EOI lodgement information is provided in this document. CN is not bound to shortlist or proceed with any EOI submitted.

All enquiries relating to this EOI must be directed to the nominated Council Representative, Phillip Goodsell, via the online forum at https://app.eprocure.com.au/ncc.

A mandatory pre-submission meeting, limited to two representatives from each Respondent, will be held at:

  • 10am on Thursday 4 September 2025 to approximately 12pm at No. 681B Hunter Street, Newcastle West NSW (between no. 679 and no. 685-687 Hunter Street)

This location is the southern suspended slab, which previously supported an old Hunter Water building, purchased and demolished by CN circa 2018.

During the meeting, the attendees will be required to travel by walking along Hunter Street up to 1 km to the intersections of Hunter Street and Stewart Avenue, and Hunter Street and Steel Street. Entry into the channel will not be possible during the pre-submission meeting, however can be arranged at a separate time during the EOI period, by making a request as noted under 3. above.

Attendees are requested to wear appropriate PPE (hat, long-longs, high-vis vest). Timed and pay-parking is available on nearby streets, or Marketown shopping centre, with walking access along the western edge of the channel.

Respondents are suggested to familiarise themselves with the project and area prior to the meeting, including the significance of the drainage channel to the residents and businesses of the City of Newcastle.

Attendance is at the Respondent’s expense. Respondent’s attending shall submit a registration form by:

  • 5pm Tuesday 26 August 2025
