Clarence Valley Council invites quotations from suitably qualified consultants to develop a Future Options Report for the Grafton Regional Livestock Selling Centre (GRLSC).
The GRLSC is a key regional infrastructure asset servicing the Clarence Valley’s livestock industry. This report will provide strategic guidance on potential future operating models, infrastructure investment, and long-term management options to support safe, efficient and sustainable operations aligned with community needs and Council policy.
The objectives of this engagement are to:
- Identify and evaluate viable future options for the GRLSC, including continued operation, staged redevelopment, partial divestment or transition to alternative use/s;
- Provide a well-evidenced plan to support Council’s strategic decision-making, investment planning and potential grant funding applications;
- Consider legislative compliance, WHS, environmental management and operational needs in all proposed scenarios.
Scope of works
The scope of works includes, but is not limited to:
- Review of current documentation including Service Plan 2020–2025 and asset plans;
- Consultation with key stakeholders including stock agents, industry bodies and Council staff.
- Site inspection x 1 (allow 3 hours) and infrastructure condition assessment;
- Identification of future development and/or management options for the GRLSC;
- Financial and operational assessment of each option, including cost-benefit, risk, compliance and feasibility analysis;
- Delivery of a Future Options Plan summarising findings, recommended option(s) and an implementation roadmap.
