ABOUT THE COUNCIL

Northern Beaches Council is working closely with the community to build strategies that enhance our quality of life, promote sustainable development and protect our environment.

SERVICE REQUIRED

Council invites tender submissions from suitably qualified and experienced individuals or organisations the Tenderer who are interested in obtaining a lease and licence to operate and fit out a cafe at the Dee Why Beach Shed, Oaks Avenue and The Strand, Dee Why Beach Reserve for a term of 10 years with a further 5 year option.

The Tenderer submits is Tender to perform the Services and to perform to discharge the obligations of the Contractor for the Fee set out in the Tender. The Tenderer must comply with the terms set out in the conditions of Tender in their submissions. They must tender for the whole not part of the Service.

The tender is submitted as an offer that may be accepted by Council through a letter of acceptance or the execution of a formal instrument of agreement by the parties at which time the Contract will be formed. No contract is formed between Council and the Tenderer unless a letter of acceptance issued by Council, or a formal instrument of agreement is executed by both parties. Alternatively, Council may not accept any tender and may then enter into negotiations with any Tenderer or any other person in respect of any part of the Services.

The Cafe lease premises is approximately 63 m2 and currently comprises a basic shell with outdoor seating licence area of approximately 30 m2, which is located immediately in front of the cafe. Searing provided internally and externally is limited to maximum of 20 persons, in total at all times. All tables and chairs must be places within the outdoor seating area specified as per the premises plan and comply with DA.

The successful operator will be required to undertake fit out works within the existing premises.

SITE BRIEFING

An online briefing will be held via Teams on Thursday 21 August 2025 at 3:30pm AEST, followed by a site inspection that will be held on Thursday 28 August 2025 at 3:30pm at the subject cafe at Dee Why Beach Shed Cafe Oaks Avenue & The Strand, Dee Why Beach Reserve, NSW 2099. All parties are to register with Council prior to the inspection to Emily Brazier via email Emily.Brazier@northernbeaches.nsw.gov.au or at Ph.02 84955547 of the number and names of attendees 24 hours in advance.

LODGEMENT

Submissions should be lodged in the electronic tender box or in the physical tender box at Northern Beaches Council, Civic Centre, 725 Pittwater Road, Dee Why, NSW 2099 by the time and date nominated. Late submissions may not be accepted.
