Tender Description

Pilbara Ports is developing the Lumsden Point General Cargo Facility and Logistics Hub (LGCF, Lumsden Point). The LCGF is a new multi-user facility and logistics hub that will facilitate the export of critical minerals, the import of renewable energy infrastructure, import/export of general cargo, and the import of bulk liquids including fuel and chemicals. Lumsden Point is located at the southern end of the Port of Port Hedland, situated between South Creek and South East Creek, directly adjacent to Great Northern Highway.

The objective of Package 15 – Navigation Aids is to supply and install five (5) offshore navigation aids, a rear lead marker, supply only of front lead marker and removal of an existing temporary navigation aid, all as indicated in detailed design documentation. Detailed design for Package 15 has been carried out by others, refer to Detailed Design Documentation (Appendix A). The Contractor is responsible for constructing the Works in accordance with the Detailed Design Documentation, and carrying out testing, commissioning and handover as relevant.

Site Visit

A site visit will be held at The Esplanade, Port Hedland on 23 Sep, 2025 10:00 AM.

Mandatory Site Visit:

A mandatory site visit will be organised on Tuesday 23 September 2025 commencing at 1:00pm WAST at Lumsden Point, Wedgefield WA 6721. All costs incurred for site visits are to be borne by the Tenderer. Tenderers are required to register for the site visit by close of business 4:00pm WAST on Friday 19 September 2025 via rebecca.wilkinson@pilbaraports.com.au.

Tenderers are informed that any discussions held during a site visit may be recorded and issued as Addenda.

The Tenderer must ensure that when visiting the Site its personnel do so in accordance with PPA’s safety and other requirements. The Tenderer is required to wear full Personal Protective Clothing and Equipment (PPE) during the site visit. Full PPE consists of safety footwear; safety helmet (hard hat); safety glasses with side shields to AS/NZS 1337 standard; high visibility clothing; long sleeve shirt and trousers; protective clothing as necessary and hearing protection as necessary.

Mandatory Tender Briefing:

A mandatory Tender briefing will be organised on Tuesday 23 September 2025 commencing at 10:00am WST. The Tender briefing will be hosted as a Microsoft Teams (online) meeting. One (1) representative from each Tender must attend the briefing in person, and any additional representatives may choose to join online.

All costs incurred for the Tender briefing are to be borne by the Tenderer.

Tenderers are required to register a maximum of 2 participants for the Tender briefing by 4:00pm WAST on Friday 19 September 2025 via rebecca.wilkinson@pilbaraports.com.au.

Once registered, the registered participants will be sent an invite to the Tender briefing containing the link to join the Microsoft Teams hosted event. Registered email addresses will be admitted to the briefing, those who are not registered will be denied.

Tenderers are informed that any discussions held during the Tender briefing may be recorded and issued as Addenda.

Recording, or the use of AI, during the tender briefing is prohibited

Attendance at the briefing is a pre-requisite to submission and consideration of a bid.
