Tender Description
Each of the procurement activities will be managed by the Service Provider’s nominated Specified Personnel, under the broad direction of the relevant HSRA Representative. The Service Provider will be required to administer and support the delivery of end-to-end procurement processes – from reviewing and supporting the development of appropriate procurement documentation, completion of the evaluation process and contract award– for each of the required procurement activities. . This includes but is not limited to:
(a) review and support the preparation of procurement documentation;
(b) manage and administer procurements, including approach to market, tender processes, evaluation and briefings to delegates;
(c) where required, assist with administration and management of negotiation processes for suitable contracts on behalf of, and in accordance with the broad directions of, HSRA; and
(d) proactively ensure each procurement complies with Commonwealth Procurement Rules and policies; supports a value for money outcome for the Commonwealth and delivers on HSRA’s target scope, budget and program outcomes.
Where required, the Service Provider will engage and consult with internal and external stakeholders on procurement and contract management matters. This includes but is not limited to:
(a) HSRA’s Procurement Team;
(b) Tender Evaluation Committee members
(c) HSRA Board;
(d) Contracted Probity Advisors;
(e) Legal Services Providers; and
(f) Advisers;
Where requested, the Service Provider will consult with any external Advisors on procurement and contract management matters.
Other Instructions:
1.1.4.1 Location for Services
At times, the Specified Personnel may be required to attend HSRA’s premises either in Canberra, Sydney or Newcastle in-person, or be co-located onsite with the HSRA team if required and will work on an ‘as needs’ basis during this period (i.e. working fulltime when required and/or working minimum hours during any downtimes).
1.1.4.2 Key Milestones
Milestone dates relating to the specific Services will be discussed and agreed between parties through regular catch-ups and meetings.
The Specified Personnel will be expected to manage their workload effectively and efficiently so as to deliver required outcomes and to provide timesheets of the hours worked. Timesheets will be required to be provided on a monthly basis to the contract manager.
Conditions for Participation:
1. Must have A Baseline security clearance in Australia, issued by the Australian Government Security Vetting Agency (AGSVA)
2. An understanding of the Commonwealth Procurement Rules and procurement policies
3. A high level of experience and knowledge in procurements for major infrastructure projects

Estimated Value (AUD): From $400,000.00 to $475,000.00
