Cessnock City Council are requesting expressions of interest (EOI) to undertake Preliminary Site Investigations (PSI) with targeted sampling for potentially contaminated residential sites within the LGA. PSI’s undertaken are to follow the reporting stages checklist as per Table 2.1 of Consultants reporting on contaminated land, Contaminated Land Guidelines, NSW EPA, Updated 5 May 2020. Evidence utilised in the desktop review by Council will be supplied to inform the PSI site history.

The response to the EOI should include:

1. The typical lump sum cost for the delivery of a PSI on each of the three scenario sites (Items 1 – 3)

2. The potential savings ($) for each of the three scenarios given Council is able to provide evidence from the desktop analysis

3. The potential savings if a number of PSI were completed in bulk e.g. 20 PSI in the same LGA

Council is seeking quotes from qualified Contaminated Land Consultants which will be used to inform Council’s decision-making regarding costs associated with further investigations. Following the Evaluation stage, shortlisted consultants will be provided to the landowners.

Council will not be entering into a contract with the consultant, instead any contract is to be directly between the landowners and the Consultant.
