The scope of the proposed contract will include all design, supply, construction, installation, testing, and commissioning activities required for upgrade of the Nowergup Depot I&M Building to facilitate Maintenance of the C-Series railcars.
The scope of the proposed contract will include all design, supply, construction, installation, testing, and commissioning activities required for upgrade of the Nowergup Depot I&M Building to facilitate Maintenance of the C-Series railcars, unless otherwise noted, including:
- Demobilisation of the existing 3-car lifting system and overhead crane on the heavy maintenance road
- Works associated with a new 6-car lifting system on the heavy maintenance road (supply and install of the new lifting system will be procured by the PTA as a separate package)
- Supply and installation of a new monorail crane on the light maintenance road
- Demolition of existing walkways and ramps to join the existing north and south pitted pedestal rail areas of the light maintenance roads
- OLE modifications associated with the monorail crane install
- Office refurbishment works, and
- Various modifications and upgrades to associated infrastructure in and around the I&M Building to ensure the facility is fit-for-purpose for maintenance of the C-Series and meets modern requirements for rollingstock depot infrastructures
As a design and construct contract, the scope will involve two distinct areas of work:
Design and Engineering
- Iterative development of a detailed design in accordance with applicable Australian Standards, international standards, PTA Specifications, and other technical and operational requirements including Alstom requirements,
- All activities required for compliance of the design and the construction works to Engineering Management for Projects (EM4P),
- Technical services required for the Project such as design verification, construction phase technical support, quality inspections, commissioning, and entry into service,
- Provision of as-constructed drawings and O&M documentation.
Construction and Commissioning
- Procurement of all materials, plant, equipment, labour and other resources necessary to complete the on-site works at Nowergup,
- Coordination with Alstom during construction to minimise impacts, and with the B-Maintainer for any early access or inspection requirements,
- Testing and commissioning of all works and systems,
- Integration with existing systems and facilities,
- Rectification of defects during the defects liability period.
In addition to the design and construction activities, the Contractor’s management of the works will also be a key obligation under the Contract and will include:
- Preparation of project plans and various documentation,
- Management of safety and quality,
- Planning and management of safe access to the live rail environment,
- Obtaining all third party approvals such as local council, DFES, etc. as needed,
- Reporting on Project progress and stakeholder engagement.
A concept design and delivery options analysis has been completed by the PTA to inform the detailed design and construction activities to be undertaken by the Contractor. This concept design and delivery options analysis is included as part of Book 4 Scope of Works and Specification and is intended to be included in the Proposed Contract as the preliminary design.
For more details, refer to Book 4 Scope of Works and Specification of the Request (including the various attachments provide therewith) which will form the basis of Schedule 18 (Principal’s Project Requirements) of Annexure Part G of the Proposed Contract.
Site Visit
A site visit will be held at 201 Hester Avenue, Ridgewood on 2 October 2025 10:00 AM.
A briefing session will be held for all potential Respondents on Thursday, 2 October 2025 at 10:00am to 12:30pm on site at Nowergup Depot, which is located at 201 Hester Avenue, Ridgewood, WA, 6030.
Respondents intending to attend the briefing session must contact the enquiries officer nominated on page 1 of the Request to register by no later than 12:00pm on Wednesday, 1 October 2025.
Respondents are requested to limit attendance to no more than two attendees per company. Attendees are also encouraged to carpool as there will be limited parking space available at Nowergup.
All attendees to the site briefing session must wear all appropriate Personal Protective Equipment (PPE) for the Nowergup site which includes the following:
- long sleeve shirt,
- full length pants,
- orange high-vis reflective vest,
- safety glasses,
- steel cap safety boots, and
- a bump cap or hard hat.
Attendees must provide their own PPE.
Attendees must be escorted by a representative of the B-Maintainer and the PTA at all times. No unaccompanied access around the Nowergup Depot site will be permitted.
There is zero tolerance for drug and alcohol on the Nowergup Depot site.
