Tender Description

AgriFutures, on behalf of the rural Research and Development Corporations (RDCs) AI Alliance, seeks quotes from experienced providers to deliver strategic design, facilitation and planning services for a coordinated AI investment approach in agriculture, fisheries and forestry.

Background

Artificial Intelligence (AI) presents a transformative opportunity for Australia’s agriculture, fisheries and forestry sectors, enhancing productivity on-farm, increasing efficiency along supply chains, and accelerating scientific discovery across the research and development (R&D) ecosystem.

AgriFutures, on behalf of the rural Research and Development Corporations (RDCs) AI Alliance, invites quotes from experienced providers to deliver a suite of strategic design, facilitation and planning services to support the development of a coordinated, cross-sector investment approach for AI in agriculture, fisheries and forestry.

This work will inform and enable the RDCs to strategically position AI as a driver of sector-wide innovation and resilience. It will be guided by five strategic priorities:

  1. Enhancing Productivity, Sustainability and Workforce Capability
  2. Accelerating Innovation and Scientific Discovery
  3. Strategic and Sustainable AI Deployment
  4. Shared Infrastructure and Cross-Sector Collaboration
  5. Responsible AI Governance and Capability Building
This project will critically examine both the opportunities and risks of AI adoption, identifying pathways for responsible integration that protects sectoral integrity while unlocking innovation. By setting a shared vision for AI across agriculture, fisheries, and forestry, it aims to guide investment, policy, and practice, positioning these industries to thrive in a rapidly digitalising global economy.

Overview of requirements

Objectives

Through this project, the selected provider will support the RDCs to:

  • Understand the AI landscape in Australia and internationally, and its relevance to agriculture, fisheries and forestry.
  • Identify high-value opportunities, critical capability gaps and areas for strategic investment.
  • Facilitate cross-sector dialogue and consensus-building.
  • Translate insights into a structured investment and implementation plan for the RDCs to support AI adoption and responsible use.
  • Design a scalable investment framework for collective investment opportunities and highlight areas needing broader collaboration and substantial investment beyond the RDC system.
Services
  • The provider will be responsible for delivering the following core services:
  • Situational analysis – AI in agriculture, fisheries and forestry
  • Gap analysis and strategic planning
  • Co-design workshops- to be held in September-November 2025
  • Workshop coordination and synthesis
  • Investment and implementation plan (up to 3 years)
Key deliverables

  • Situational analysis- this will provide the foundation for the co-design workshops to be held across September-November 2025
  • Gap analysis report (focused on AI in agriculture, fisheries and forestry)
  • Design and delivery of co-design workshops aligned with the five strategic priorities
  • Synthesis reports summarising workshop outcomes and proposed investment scopes
  • A comprehensive investment and implementation plan for the next three years

Terms of reference

AgriFutures Australia uses standard form contracts and agreements for projects and research procured by AgriFutures Australia. These contracts and agreements set out the terms on which AgriFutures Australia will engage successful applicants to carry out the project.

Applicants must be familiar with the contracts and agreements before submitting a response and are advised to seek legal advice beforehand.

These contracts and agreements have been developed to reflect AgriFutures Australia’s statutory and other procurement responsibilities.

If you require any amendments to the standard agreement, please complete the statement of non-compliance for each of the relevant clause. AgriFutures will then assess those requests.

Applicants will be taken to have agreed to all clauses in the Research Agreement that are not referred to in a statement of non-compliance. The extent of any non-compliance will be a factor in AgriFutures Australia’s evaluation of the application.
