TasPorts is issuing Request for Tender (RFT) for the QuayLink Berth 2E Redevelopment Project (Project), part of the broader Devonport East Redevelopment initiative.
The QuayLink project is a strategic infrastructure upgrade at the Port of Devonport, designed to support Tasmania's long-term freight and passenger transport needs. The Berth 2E Redevelopment will extend the operational life of the berth and enable the arrival and operation of SeaRoad's next-generation vessel, SeaRoad 1, scheduled for Q3 2026.
This redevelopment is critical to maintaining Devonport's role as a key gateway for roll-on roll-off freight services between Tasmania and mainland Australia, supporting economic growth and regional connectivity.
Purpose of the Works:
The objective and purpose of the project (Project) is the life extension and upgrade of Berth 2E and remediation of Berth 3E at Port of Devonport, East Devonport, Tasmania (the Port). This work will increase the operational life of the Berth and accommodate the arrival of a new SeaRoad vessel “SeaRoad 1” in Q3 2026, meeting the long-term operational needs of the Berth. This shall be achieved by delivering the Works described in this PPR and it’s appendices.
The Project priority is to firstly have sufficient improvements completed to allow for the safe berthing and mooring of SeaRoad 1. This work includes:
• Fendering Infrastructure;
• Mooring Infrastructure; and
• Wharf Strengthening.
The wharf strengthening is required to allow for full operational berthing parameters as detailed in the Functional User Requirements (FUR). If completion is not possible by Q3 2026, then restrictions to berthing parameters may be possible until wharf strengthening is complete, but this is not preferred.
Other Works shall be considered as lower priority to the above and may be completed following arrival of the new vessel.
Scope of Work
The scope of the Works includes but is not limited to the requirements outlined in this PPR and it’s appendices, including:
- Preparation and submission of required documents;
- Coordination with the Principal’s tenant, SeaRoad Shipping Pty Ltd (SeaRoad), to minimise impact to ongoing operations at the Berth;
- Design of all Temporary Works required to complete WUC;
- Progressive removal of existing continuous fendering, buffers and fender piles to facilitate the WUC. This must be coordinated around SeaRoad operations;
- Cutting out of existing concrete deck, kerb foundations and any other structure as required for the installation of fender blocks and mooring plinths;
- Installation of six (6) new mooring bollards. Bollards shall be Principal Supplied Materials. All other fabrication and Temporary Works shall be allowed for by the Contractor;
- Installation of six (6) pivot fenders with piled foundations. Fenders shall be Principal Supplied Materials. All other fabrication and Temporary Works shall be allowed for by the Contractor. Locations are:
- F13 and F15 replace an existing fender and so reuse existing concrete fender block.
- F16, F36, F37 and F40 are new and so will require a new fender block.
- A section of continuous fender panel (rubbing strip) will be required between F29 and F30, F38 to F39 and F41 to F42;
- Installation of global wharf strengthening between approximately F19 to F25 and F36 to F43. Local remediation of Row A and B piles in vicinity of the remediation. The Works include all excavations, disposal and reinstatement as required;
- Remediation of Row A and B piles in areas other than global wharf strengthening. The Contractor must have regard to existing SeaRoad operations when planning access to and remediation of these piles;
- Remaining remediation (deck, beams, piles, sheet piles, walkway and Berth 3E areas) as detailed in the design documentation;
- Procurement, fabrication and installation of berth pocket scour protection including seabed intervention in the form of local levelling and filling as required;
- Any other Works required to facilitate the berthing of SeaRoad 1 Next Generation vessel by Q3 2026 (without limiting the Principal's rights under the Contract or otherwise at law, and as further described in the documents comprising the Contract).
